I think he is simply saying that BLOW OUT has very interesting things to say about the conspiracy theories (which are created via a combination of facts and suspicions-- theories), and linking that to a Zapruder-like recording of a politician's death. Jack in BLOW OUT glosses over the ongoing stories of the Liberty Bell killer, never in his wildest dreams realizing they are connected to his case until it is too late. In the meantime, for money, he himself makes movies about similar such killers.
In any case, I seriously doubt that Curtis would present any kind of either/or argument that the deaths themselves were not any sort of "problem."
