This being a European production, I'd imagine it was a requirement to cast predominantly European actors, with the exception of an "American" star in the form of McAdams. Just as two of the four leads in Polanski's Carnage were German and British, respectively. That film was also a Said Ben Said production -- set in New York but shot in France. By the way, where is Passion supposed to take place?
I remember reading that Woody Allen, when making Match Point, was told he could only cast British actors. When Kate Winslet dropped out of the Johansson role, they allowed him to cast a "name" American actress.

PASSION takes place in Berlin, so, just like De Palma's FEMME FATALE took place in France and had passages of French dialogue, it is highly likely that PASSION will have passages of German dialogue. Which leads me to a question I was going to ask Lindsey: does Rachel McAdams speak German, do you know? As the CEO of a company in Berlin, it would seem her character must be able to speak the language.
