    Using the Levanda Index

    This web page contains a translation of Levanda's subject index to Czarist Laws concerning Jews. Using the alphabetical index to 464 different subjects, you can find a particular decree that addresses a topic relevant to your particular family history. For example, you may wish to learn how an ancestor's occupation was regulated. Many occupations are subjects in the Levanda Index. Several cities and Gubernias are indexed, in case your research is geographically oriented. Or you may want to learn more about certain life events such as conversion to Christianity, illegitimate children, adoption, marriage, and so on. There are three ways to find a topic: browse (page down), word search (ctrl-F), or use the alphabet provided at the beginning of the Index. When you find a topic of interest, every law concerning it is shown in chronological order by law #. Only the translated laws will be hyperlinked. Click on the law number and you will see the content of the decree as published by Levanda.

    Understanding the content and format of Levanda's Subject Index

  • As in the original, I've bolded the main subjects, while sub-topics within that subject are indented in plain text. Example:

  • Following each subject is one or more numbers referring to law(s) in chronological order which mention that subject. In the example above, 'metrical books' are referenced in Laws #304, #689, and #823. That does not necessarily mean 'metrical books' is the main focus of those laws; it only means that the subject is mentioned in the law. In #304 for example, the subject of metrical books is covered in some detail, but constitutes only a small portion of the decree. In #689, however, the sole purpose of the decree is to regulate the production of Jewish metrical books.
  • If a law has not been translated, you may want to pursue that. The average length of a decree is less than a page. To try to determine a law's main theme, find its number in the index, then search (ctrl-F in the browser) for that law number to see whether it is referenced under other subjects, as many are. Synthesizing the various topics it's listed under may yield the overall theme of the law.
  • The index is in English-alphabetical order, rather than the original Russian-alphabetical order. There is subjectivity in how to translate a term (e.g. postman, mailman), therefore, you might need to review the entire index to find a topic.
  • There is undoubtedly some translation error. But even with Russian fluency, historical and obsolete Russian terms do not always have a modern day analogy. And if they do, using them destroys some of the historical flavor of the original material. So I retained terms like Batman, Burgomaster, Corvee, Quit-Rent, Sutler and Yarlyk , but there are other terms I did modernize. Translation errors will resolve themselves when the underlying laws are translated.
  • The transliteration of the Russian subject terms can be viewed in the HTML source, via the browser.
  • Laws #59 and #304 in the Levanda Index appear under more subjects than almost any other laws. These two laws, promulgated in 1804 and 1835 respectively, were omnibus laws, establishing the legal position of Jews in a wide variety of areas. In that sense, they are atypical of a Czarist decree concerning Jews in scope and length, but quite important.
  • Until a law's translation is posted, the date of enactment is not available. However the table below will allow you to interpolate the approximate timeframe:

    About the Individual Laws

    The presentation of each law usually contains most of the following:
  • Law #
  • The present Czar
  • The present year
  • Date (Month, day) the law was created or approved.
  • Date (Month, day) the law was promulgated, usually within a few days or weeks after it was approved.
  • The particular government entity that created it, usually the Czar or the governing Senate. The function of the Senate was to publish the Czar's decrees, but in its additional role as a Supreme Court, it also interpreted law in individual cases. Levanda #644 may be an example of that.
  • A one-sentence description of the law's purpose, in italics.
  • The body of the law, using the same typography as in Levanda's book. Levanda occasionally used the '§' symbol to indicate legal sections and paragraphs. He used ellipsis '...' to indicate excerpting.

    Volunteering

    If you want to translate some decrees as a volunteer, some untranslated decrees are available online for you to choose from.

    The Future

    From time to time, new translations will be linked to the Levanda Index. Only a percentage of the 1,073 laws will be translated. For genealogical purposes, some subjects and some laws are more important than others. However, I encourage you to pursue a particular law's translation if it's relevant to your research.

    Levanda's work is geographically accessible. Perhaps the easiest way to view it is to order microfilm #1183719 from the LDS Family History Library. According to Worldcat, Levanda's work is also available in book form or microfilm at 10 libraries in the USA: Harvard, Princeton, Stanford, University Chicago, University Florida, University Wisconsin-Madison, New York Public Library, Jewish Theological Seminary-New York, Hebrew Union College-Cincinatti, Library of Congress. It is available in the UK at Oxford University.
