Editor's Note: The 'new city' probably refers to the new section of the city of Rezhitsa, which was an uezd capital in Vitebsk gubernia. Many cities and towns had such new sections.
On permitting Jews in the city of Rezhitsa to build and issuing them assistance for this.
The Emperor, from the loyal report of the Central Directorate of Communications and Municipal Buildings,
on the petition from the Vitebsk, Mogilev and Smolensk Governor Generals to change §§ 18 and 23
of the legal position on the city of Rezhitsa, Vitebsk gubernia, -- was pleased to imperially order:
1) permit Jewish merchants engaged in trade in the city of Rezhitsa to live in their buildings and
in the new city, with the exception of areas near Orthodox churches, and 2) in general to issue
financial assistance for new construction and reconstruction of existing homes only in the new city.
