Editor's Note: Jews were limited by at least one prior decree (see Levanda #715) in where they could live in the city of Zhitomir, and other decrees limited residence in Kovno. This decree removed those restrictions.
On permission for Jews to have property and live in the cities of Kovno and Zhitomir.
The Emperor, from the legal position of the Jewish Committee, on the 27th day of March of this year, was pleased to imperially order: permit Jews to acquire and construct properties and have the right of residence in all sections of the cities of Kovno and Zhitomir on a general basis.
