On the issuing of Rabbinical certificates.
The Legal Department of the State Council, in general assembly, considering the presentation of the Interior Minister, on the issuing of Rabbinical certificates, in accord with the aforesaid presentation reached this opinion: to decree, in an alteration subject to articles of the Legal Code, that certificates of the profession of Rabbi will be issued by the same local gubernia authority which confirmed the rabbi to the aforesaid profession.
Resolved. His Imperial Majesty, following the opinion in the general assembly of State Council, on the issuing of Rabbinical certificates, -- was imperially pleased to confirm and order it carried out. (V.P.S.Z. Vol. XIX, No. 18,376).
