After he shoots his son, the Cigarette Smoking Man experiences regret. Specifically, he regrets not taking Jeffrey to some place to have a picture portrait taken.

"J.C. Penny, Sears, even K-Mart ...why didn't I take him somewhere? I can't believe this is all I've got to put on my desk!" muses the CSM, fingering his son's small FBI ID tag.

After a while, actually several years, he realizes, "Hey, just because Jeffrey's dead and buried, that's no reason he can't have his portrait done!" He arranges an exhumation and commissions a desperate artist to do the picture.
