Every once and a while those random encounters turn much more interesting. Whether it be a play on the Wizard of Oz or Monty Python, the special encounters are always a laugh. Your chance to get these is increased with Luck Points, the "Ranger" perk, "Scout" perk, and "Explorer" perk.
