The GCSE program is not confined to the UK, a number of countries operate national qualifcations based on the GCSE.

Hong Kong Examination Authority

Malaysia Examinations Council

The situation in the USA is that the 'A' Level examination is offered by CIE in the State of Florida and IGCSE is operated in a few Schools in Virginia.

In both cases Homeschoolers or 'Private Candidates' are they are  known in the GCSE system are being  prevented from accessing the system - though it is readily available throughout the rest of the world.

In the case of the State of Florida this may be a situation that violates state law - a public examination like SAT that is not available to the public!!!!

This should be a matter of some concern to those involved in the Homeschool movement.
