In both cases Homeschoolers or 'Private Candidates' are they are known in the GCSE system are being prevented from accessing the system - though it is readily available throughout the rest of the world. In the case of the State of Florida this may be a situation that violates state law - a public examination like SAT that is not available to the public!!!! This should be a matter of some concern to those involved in the Homeschool movement.
