• Same Power Level
• Must perform the fusion "technique" exactly to fuse correctly

With Potora Earings

• Same Height
• Same Power Level
• The two persons wearing the earings must wear them on different ears

Kaioshin are the persons who have the earrings. Once fusion has been done with the Potora earings the persons can never "unfuse" even if they take the earrings off. They can only unfuse when they are inside of a very powerful beings (in theory that being Super Buu). Once the earrings have been taken off whether the previous owner was fused or not they can help two other people fuse.
