The Police
in MegaTokyo have been divided into two separate groups to help better
server the community (Well, at least try to serve the people). First there
is the Normal Police (N-Police) that can be seen all over MegaTokyo. Their
job is to patrol the streets and take care of assaults, robberies, and
murders that can be found in any city. A typical day of the N-Police is
petty crimes, irate citizens, gun wielding gangers, and a ton of paperwork
and reports back at the office. New crimes seem to keep on growing as well:
designer drugs, gene sample theft and sensory grid abuse. Life in the N-Police
gets stranger and stranger as MegaTokyo progresses.
But,
the cops in MegaTokyo may have it better then the cops across the ocean.
Although Japan is becoming more culturally chaotic, there still remains
some of the respect the Nihon society had for police and public servants.
For many years, cops didn't have to wear guns, and knew that almost no
one would have them either. Things are no so peaceful now; gang members
seem to get guns no matter what the law state, and the citizens of MegaTokyo
are becoming more restless and unhappy. On the other side of the coin,
the Yakuza and corporations seem to get more powerful.
Japanese
arrest rates are the best in the world, but very few are for major crimes.
While there is plenty of illegal traffic in 2033, most crimes can be linked
to the Yakuza, corporations like Genom, or the every growing berserk Boomers.
The N-Police are only capable of arresting common criminals. Since the
ADP handle Boomers crimes, and the Yakuza and big companies are untouchable,
the N-Police spend most of their time busting muggers, solving pointless
murders (if they ever get solved), and handling traffic. Oh joy!
Second aspect
to the police in MegaTokyo is the ADP (Advance Detective
Police). When the N-Police cannot handle a problem, they can call in the
ADP. Licensed for limited (should be a lot) collateral damage, the ADP
have access to heavy weapons, attack helicopters, and battlesuits...and
they come on the scene like crazy to wipe out the threat.
The origins of the ADP comes from the chaos after the Second Kanto Quake
occurred. In the aftermath, the broken city was thrown into panic as people
went on looting sprees and damaged Boomers went into rampages. Normal Police
found that they had been rendered useless by the number of problems. Needing
to gain control of the situation, Japanese Government moved for an emergency
restructuring of its police force. The seven police division were quickly
bolstered by funding from corporations like Genom for the establishment
of an independent organization. They were given military grade equipment
to combat the riots and became known as the Advanced Police. Many Normal
Police were picked or joined, like Leon and Daley,
to become a part of this elite force.
The ADP does
some normal police work that entails investigations and traffic control,
but most of its members are Frontline Officers. The ADP are composed of
specially trained personnel, and most are former police officers chosen
for high performance and/or military experience.
To help with
the with the increasing violence of the Boomers, the ADP have access to
special equipment ranging from body armor, assault weapons, power suits,
and choppers. In really horrible situations, the ADP keeps a back armory
which includes tanks and heavy weapons, which needs approval to use the
Heavy Mobile Force by the Diet. As with any time you deal with bureaucracy,
getting the authorization is difficult, if not impossible. There can be
a lot of causalities and politicians have their career to think about.
The ADP are
not a worldwide organization like Neo-NATO, but are considered a world-wide
institution, like the SWAT teams. They are an elite force, capable of resolving
crisis situations quickly and with minimal loss of property (Looking at
the series you would not think that though). The media have put negative
connotations in their new reports and now the public think the ADP nothing
more then a joke. They are seen as cannon fodder and ineffective in combat.
But to give them some credit, they can handle most normal Boomer incidences.
A three man team can take down Mannequins or Labor Boomers, and few Cyberdroids
can withstand an entire unit. It is due to the increases Boomer rampages,
corruption of government officials, and shortage of funding that have contributed
to the fact that the ADP cannot do their job. By 2033, it is nearly impossible
for the ADP to handle any problems they are handed to them. They are grudgingly
thankful for help of the Knight Sabers when it comes to situations that
deal with threats like dealing with HyperBoomers.
Boomer Law
Boomer Fencing: Any purchase of a Boomer of unknown ownership or origin is illegal and should be reported to the ADPolice.
Boomer Theft: Owning a Boomer requires that you register the Boomer with the ADP database. The owner must carry an Owner's Card at all times, and Boomers are not allowed outside their quarters or workplace without supervision.
Illegal Boomer Recycling: Given the large number of Boomers in MegaTokyo, the recycling and reuse of different components is a common occurrence. However, depending on the complexity of the Boomers being recycled, errors can occur, which can result in berserk Boomers. Therefore, each Boomer repair and recycling shop must be licensed for specific classes of Boomer complexity (A-D models). To recycle Boomers of a higher complexity the your license is illegal.
Boomer Termination Orders: Officially sanctioned hunting and destruction of known renegade Boomers can be handled down to the ADP from the Diet. Such a Termination Order authorizes and requires the destruction of said Boomer as quickly as possible.
Boomeroids: A Boomeroid
is defined as a "Boomer exceedingly close to human." Specifically, if over
70% of a criminal body has been made cybernetic, then the individual is
treated as a Boomer and jurisdiction is transferred from the N-Police to
the ADP.
Originally a Normal Police officer, Leon is unusual in
that he willingly applied for a position with the ADP rather than having
been transferred. It was after an incident with an A-Class Female Boomer,
which came back to haunt him, that made him want to join the ADP. He spent
years as a Frontline Officer, eventually moving up the ranks into investigation.
Inspector McNichol is now the highest ranking field officer in the ADP.
He is fully aware the importance of his duty, but he often feels ineffective
as he has found the ADP increasingly outclassed by Combat Boomers and pushed
aside by the public. Given his situation, he is quite grateful for Knight
Sabers help in ADP matters and is sympathetic to their cause. His
gratitude to these vigilantes has led him to bend the law several times
in their favor. he even knows that Priss is a Knight Saber, but he has
kept her secret since he is strongly attracted to her.
Leon is as
handsome as he thinks he is. He has all the qualities that make him a hero.
His actions have gone a long way towards maintaining what is left of the
ADP's dignity, despite being outmanned and outgunned, he has taken it upon
himself to show the public what an ADP officer can do. He has even been
known to challenge a superior enemy to personal combat despite full knowledge
that he will lose. Someone, he always manages to last until reinforces
arrive, or win the respect of the enemy who let him live. Leon's years
as a Frontliner taught him that big guns are good, and he always uses the
heaviest firepower available to him. Most times, you can see him wearing
his favorite sunglasses.
Daley Wong
Red-headed, quick-witted Daley is Leon's partner and as
such is also a senior ADP officer. Like most ADP members, he was picked
from the N-Police. he was teamed with Leon to replace Leon's old partner,
Jeena Malso, and he does a good job of offsetting Leon's quirks. While
Inspector McNichol is action orientated and short tempered, Daley is patient,
observant, and skilled at investigation. Generally soft spoken, whatever
Daley says is usually carefully thought out or is a wry, sarcastic quip.
Daley us
good-natured, easy going and likable. He is a homosexual, and does nothing
to hide it. In fact, he constantly flirts with his partner. Not because
he wants him, more because they both like the running joke.
Chief Todo
His big, he's bad, he's short tempered! Chief Todo has been a cop all his
life. For the past several years he has served as Chief of
the ADP, a job
whose intense stress level and high amounts of frustration has made him
irritable and prone to shouting fits. Despite the fact that he's nearing
his retirement, he still cares about the ADP and the people under him.
The reckless insubordinate actions of his officers, like Leon, are constantly
a trouble to him, but the Chief is a realist. Being aware that the ADP
needs every break that it can get, he is proud and kind to take care of,
and cover for, Leon and his unit. He does have a niece, Lisa, that he is
quite fond of and has come to visit him in MegaTokyo on at least one occasion.
