President Rosevelt signs a document during World War II
In the 1930s, the United States' relationship with Japan began to deteriorate. In 1941, the U.S. and Japan spent months
negotiating the imposed U.S. trade restrictions between the two countries. In December of that year, when negotiations
were still failing, the Japanese government sent an ultimatum to the U.S. Since they already knew thier demands were
going to be refused, the Japanese Government planned an attack on the U.S. Early in the morning on December 7, Japan
launched a surprise attack on Pearl Harbor. However, the ultimatum was delayed and was not delivered to govenment
officials until an hour after the attack began. This made the attack completely unprevoked and without warning, which
enraged the American people and led to the swift Declaration of War against Japan and it's allies.
