Accumulating more than thirty-five years of government and private sector experience has provided a broad diversity of experience starting with municipal government in the budget and planning office providing exposure to all municipal operations, grants processing and regional planning which eventually led to the first executive level experience as an Assistant City Manager.

Technology, Manufacturing, Aerospace Industry, Federal Government

Working with General Dynamics Corporation in the Fort Worth aerospace plant provided a new paradigm where private sector and government forge an environment as one. Mr. Graves and the management team initiated a productivity enhancement program designed for the private sector introducing new technology including the first usage of robotics in aerospace manufacturing. For the first time financial incentives were made available to private industry by federal government with the result that the nation’s defense sector was improved and cost reductions flowed through all layers of production and resulting in controlled or lower end costs.

Mr. Graves pursued ambitions to work for himself and established a consulting practice to assist the subcontractors in taking advantage of the program designed by General Dynamics and the US Air Force. Experience was gained in transferring knowledge, preparation of proposals documents and receivables and business development. At a certain point the business venture turned to private sector assignments utilizing administrative and financial expertise. One particular business venture was finance and procurement management of a small computer application company until it closed prematurely due to oppressive financial pressures.

Hospitality Management Process Improvement, Labor Productivity and Financial Audits Consulting

The next field of endeavor lasted a little more than eleven years which defined a business philosophy . . . “If you are not personally serving the customer, you better be serving someone who is.” Sales and marketing proved to be an ongoing requirement with periods of specific proposal development under highly competitive environments. Mr. Graves and the management team was formed to provide quick and definitive analysis of unprofitable or troubled accounts facing issues both subjective and operational.

Building upon the lessons learned and insight into principles of food service management, the management team expanded the internal performance audit program and transferred the knowledge into an external consulting practice. Mr. Graves provided data analysis, conduct of management team interviews, customer surveys and development of reports and deliverables. Coordination of support personnel assignments, invoicing per contract schedules and preparation of other project management tasks fell under the purview.

A formalized Culinary Planning program was formed to provide consistency for corporate acquisitions. Mr. Graves prepared training modules, user manuals and other training collateral to support this endeavor and coordinated program implementation, results analysis and reporting. Cost and productivity pressures experienced by the company required analysis of the most significant cost elements provided another opportunity for professional development. Using project management techniques, Mr. Graves coordinated the reengineering of new account opening process.

Other consulting opportunities were presented after leaving SodexhoUSA including the work done for Cornell Dining Services. This work required Mr. Graves to extend his systems technology experience to solve a management need for better decision-making tools. As a result the system design was recognized as the most practical tool for retail management team.

Loan Officer and Legal Audit

Following the hurricanes in Gulf states, Mr. Graves joined the Small Business Administration in response and provided services to individuals and businesses damaged and in need of financial assistance. The tasks completed fifteen months later with a limited audit of legal department
