I am a first level supervisor with the FAA at Chicago ARTCC. I was wondering if you could provide me with the history of NAPS and how you "won" statutory rights for supervisors?

My second question is, do you think there would be a way to include Air Traffic Supervisors under your auspices so we to may enjoy some semblence of "employee rights" in the workplace?

Dear Sir or Madam;

In either late August or early September a memo, of sorts, was put out essentially stating:

PAY ANOMALY for NON-ASP SUPERVISORS RESOLVED: SPECIAL PAY ADJUSTMENT FOR CERTAIN NON-ASP SUPERVISORS! There will be a one-time basic salary increase for certain supervisors who meet the following eligibility criteria: 1. In one of the two following EAS-16 supervisory positions as of August 25, 2001 (PP 19-01) a. Supervisor, Customer Services (2305-6121), or b. Supervisor, Distribution Operations (2301-6076) 2. Did not enter either position as a result of graduating from the Associate Supervisor Program (ASP) 3. Entered either position on or before July 30, 1997. 4. Have a merit rating of Far Exceeded or Met Requirements for FY 2000. 5. As of August 25, 2001 (PP 19-01) are earning a salary of less than $46,000. Eligible supervisors who meet the above criteria will receive a basic salary increase effective August 25, 2001 (PP 19-01) equal to the difference between their current salary and $46,000, not to exceed $1,200.

Quite frankly I don’t understand. I am a titled Supervisor, Customer Services. Yes, I did indeed graduate the ASP Program.

In my below statements, Please correct me if I’m wrong or don’t have all the accurate information.

But, it would appear to me as ASP Graduates are being penalized for taking that step into Supervision. I remember going in the Program and the US Postal Service was not getting enough qualified applicants. They even hired from the outside. This doesn’t seem to be very good incentive for craft to become Supervisors. I think you will get less qualified Supervisors, knowing their counterparts doing the same job are getting paid from a different structure.

I apologize, but I take this quite personally. To me this was a slap in the face. It indicates that the National Association of Postal Supervisors thinks ASP graduates aren’t competent in their jobs. I, Sir or Madam, think I’m very competent in my duties as a United States Postal Supervisor. The pay structure isn’t a very good system. Not only is your fellow Supervisors now making more than you are, but we still have Rural Carriers making more than their Supervisors. Not to mention, all other craft with just a couple hours of overtime are also making more.

I also had every intention of joining this organization. I just had not been contacted by anyone. Ironically, about a week after I read this, I received an application requesting me to join. Why would I want to join an organization that will not fight for those that graduated the ASP Program?

I also think, my district feels I am quite competent. I effectively run the operation at the Galena Post Office, as my Postmaster is out away on details a lot. I have also been out on a level 18 OIC assignment. Again, please correct me if I don’t have all the facts and if NAPS intends to fight for ASP Graduates.

I HAVE A QUESTION . I ASKED THE OFFICER IN CHARGE OF THE POST OFFICE WHERE I AM DOMICILE TO BE OFF AUGUST 31. I SUBMITTED THE 3971 ON JULY 22, 2002. ON AUGUST 26, 2002 I ASKED HIM ABOUT IT. HE GAVE ME THE 3971 BACK DENIED BECAUSE HE COULD NOT REPLACE ME. WHEN I GAVE HIM THE 3971 I TOLD HIM VERBALLY AND IN WRITING THAT I WANTED THIS TO BE MY VACATION. I DID NOT WANT A FULL WEEK, I JUSTED WANTED THIS DAY COUPLE WITH MY OFF DAYS. WHAT ARE MY RIGHTS? I HAVE A TOTAL OF 520 HOURS OF ANNUAL LEAVE LEFT FOR THE YEAR.

I AND MY CO-WORKER IS HAVING PROBLEMS WITH OUR POSTMASTER (OIC) HE HAS ISSUED ME TWO LETTERS OF WARNING AND DENIED MY 3971 THAT I SUBMITTED OVER A MONTH AGO. MY CO-WORKER RECEIVED A LETTER OF WARNING ON THE SAME DAY I DID. WE FEEL THAT THESE LETTERS OF WARNINGS WAS UNJUST AND UNWARRANTED. THERE ARE NO DISCUSSIONS PRIOR TO THESE LETTER OF WARNINGS. THE CHARGES WAS A HUMAN ERROR OR PAST PRACTICES. EVERTHING THAT IS WRONG IT APPEARS THAT HE JUST ISSUE A LETTER OF WARNING. WE FEAR FOR OUR JOBS. WE ARE FOLLOWING PROPER PROCEDURES BY SUBMITTING THE LETTER OF REBUTTAL, BUT WE WOULD LIKE TO KNOW IF IT IS POSSIBLE THAT WE COULD REQUEST THAT WE COULD GET A REPRESENTATIVE FROM NAPS TO COME OUT AND TALK TO THIS MAN. THIS MAN CAN'T BE ALLOWED TO JUST ISSUE LETTER OF WARNING FOR NO REAL REASONS. NO MATTER HOW YOU EXPLAIN IT TO HIM OR TRY TO POINT OUT TO HIM WHY IT HAPPEN, WE GET NO CONSIDERATION. BOTH OF US HAVE BEEN IN THE SERVICE OVER TWENTY FIVE YEARS. I HAVE NEVER HAD A LETTER OF WARNING UNTIL JUNE OF THIS YEAR. WE NEED HELP, SERIOUS HELP, BEFORE THIS MAN COST OF OUR JOBS.

I have been chosen for a vacant supervisory position by the postmasters at the same office on four different postings , but i have been told and recieved in writing that i could not get the positions by uppermanagement. The reasons has been paperwork was not submitted properly, paperwork was never recevied, i could not do a lateral transfer,postmasters did not submit my paperwork in time, and for operational needs of servce. During those periods mangement has let seven different supervisors either lateral transfer or bid out of the office, but it's always something when it comes to me. I was the first supervisor to bid out of this office , but the only one who can not leave. I feel this is discrimnation by uppermanagement only because they have no other supervisors with the experience i have, and they know others supervisors will not bid into this office.

Looking for INFO on closing of Plants. I was from the Hamilton (Trenton PDC) in New Jersey (anthrax groung zero). I took an SDO position in the Monmouth PDC on T1, now acting as MDO. Too much stuff going on, still over 700 displaced EAS and craft from Trenton. Looks like they are trying to do an excess of Trenton people. Just spent a day with the Trenton Plant Mgr. at home. he is out on sick leave (car accident) he said he doesn't thing the plant will ever be occupied by postal employees again. Also, looks like the NY Metro Area is going to the North East with Jon Seale.. Central NJ will go to Northern NJ Performance Cluster. Lots of PCES appointments ? WHY and most of these appointments are shit people.... What is going on out there... Was involved from 1998 until the anthrax situation with Fn1 BPI, now taken out of loop... PS. forgot NAPS local Dennis
