10% of the branch members rounded down, (example, 69 members, 6 makes quorum) ; provided that a minimum of four (4) officers are present.

The following order of business shall be followed unless modified by vote:
1. Call the meeting to order
2. Roll call of Officers
3. Minutes of previous meeting
4. Report of Officers
5. Report of Other Committees
6. Unfinished business

8. Election of Officers
9. Election of Conv. Delegates
10. Installation of Officers
11. Setting date of next meeting
12. Adjournment

ARTICLE III PARLIAMENTARY PROCEDURE
Roberts Rules of Order shall be used as the authority on all questions of procedure and law not covered in this combined Constitution and By Laws, and questions of interpretation or misunderstanding of Articles or Sections of this instrument shall be decided by a majority vote of the members assembled.

ARTICLE IV COMMITTEES
Committees shall be appointed by the President from time to time as required to conduct the affairs of the Branch.

ARTICLE V BONDS
The Treasurer shall not be bonded for the local Branch 34.

ARTICLE VI CHARTER FEE
The charter fee for National is $5.00 and $1.00 for State.

ARTICLE VII CONVENTION FEE
Convention fees will be paid by the Branch for all members who qualify and where voted to go. This fee will be reimbursed to the Branch by members who don't show up at the convention unless they have told the President or Vice President prior to the convention or in an emergency situation it will be taken up by the executive board for a vote.

ARTICLE VIII SALARIES
Officers will not receive any salary.

ARTICLE IX DISCIPLINARY DEFENSE FUND
Section 1.
NAPS is committed to representing its membership in all areas, including adverse action. The Disciplinary Defense Fund (DDF) was established by the membership, for the membership, to provide representation for NAPS members in appealing adverse actions and debt collection actions taken against them.
NAPS is a professional organization of supervisors and managers (as apposed to a union) . Under this classification, NAPS is not obliged to defend each and every member, regardless of the charges they may face. The integrity of NAPS, both national and local, and the interests of the Postal Service must be considered when receiving a request for DDF advocacy.
Section 2.
To be eligible for representation through the DDF, a supervisor must meet the following criteria:
(a) the supervisor must have signed an application for NAPS membership thirty (30) days from the effective date of promotion from the craft, or
(b) the supervisor must have been a NAPS member no fewer than ninety (90) days prior to any charge being issued, and
(c) any additional criteria outlined in the "Disciplinary Defense Fund: Procedures and guidelines for Branch Presidents" in the Officer Training Manual.
Section 3.
The DDF shall be administered by the National Executive Board.

ARTICLE X AMENDMENTS
These Bylaws may be amended by a majority vote in the same voting procedures as outlined in Amendments to the Constitution Article XV.
