Scotch Poacher was tied by Contributing Fly Tyer William Lovelace.   See Bill's notes below, but also read more about him, and see many more of his flies at The Flies of William Lovelace.

Bill's Notes: This fly is tied in the Pukeko style where the wing is tied in on top of the body Flat Wing style. The original fly used Pukeko feathers, a New Zealand game bird with a duller blue feather. It is OK to hunt these birds but selling the feathers is illegal. For more colorful details about this lure see the book The Complete Guide to New Zealand Trout Lures by Derek Quillam.
