This pattern is my variation of Blue Sky, a steelhead pattern originated by Stan Young of Bellevue Washington. His Blue Sky calls for an Oval Silver Tinsel tag, A body of Blue Yarn or Blue Floss, a wing of Dyed Blue Hackle Tips curving outward, and a collar of Long Soft Blue Hackle, tied in back of and in front of the wing.
