Use Of Force By Small-Town Police
In New Vienna, Ohio, the wildflowers outnumber the cars, but this small town has big problems.
In February, Clinton County sheriff's deputies had to seize evidence from the New Vienna Police because they suspected the department was trying to cover up a police shooting.
Officer David Mueller was responding to a a call for domestic troubles when he got in a fight with an unarmed man, Robert Cundiff. Police said Mueller shot Cundiff in the face and Clinton County deputies have charged Mueller with murder and evidence tampering.
"He was a good father, good dad, good father. He raised the kids," said Pin Cundiff, Robert's mother.
Stacy Case reported the New Vienna Police Department doesn't have a use of force policy.
9News wasn't able to find a policy manual for most police departments, and which is probably the case at a lot of small, part time departments where it's possible that policies and procedures are not written.
Many small departments consider the basic 400 hours enough, but the ACLU and medium to large departments say officers need at least 800 hours of training.
