Hi Hi Hi Ho It's Off To Spend We Go
All checks shall be signed b the Treasurer and countersigned by the Chair or Co-Chair. Checks in excess of $500.00 and not previously budgeted shall have the approval of the County Central Committee.
The Executive Committee shall transact the routine business of the Central Committee during the interim of the meetings of the Central Committee. Any business transacted or action taken shall be reported to the Central Committee at the next regularly scheduled meeting
I do not beleive the above gives the Exective Committee the right to withdraw from the Treasury funds to spend on just anything they wish to,
I am very certain it clearly states that the amount spent without the specific approval of the Central Committee shall be less than $500 and that ANY buiness transacted shall be reported at the NEXT regular meeting.
Which is why there was a scramble before our recent Lincoln dinner as to how properly handle the check that would have been written to the Elmcrest County Club,
The Charges being in the neighborhood of $1800 and NO prior approval by the Body created a problem.
The solution seems to have been to give refunds to the Hosts who were sponsoring the event and let them and ticket buyers that night pay directly to the Country Club.
That was a very contorted way to maintain adeherence to the By Laws and we have yet to see how the State Ethics Board will react to it.
A much simpler path would have been to put this event befor the Body and get their approval,
That does not seem to be something that has much credence with our Executive Committee,
They seem to feel they can do pretty much anything they wish to and petty things like Constitutions and By Laws are for the peons and not for the elite,
Our local Lincoln dinner is not however an isolated event
The State will be having their own Lincoln Dinner on May the 16th.
It appears that the LCRCC is selling tickets to a table for $75.

So how do the intend to handle the payment of $750 to RPI for the Table??
The last time I checked $750 was more the $500.
Are they going to have people make checks out to RPI so they can stay under their $500 limit?
Lastly there is the issue of paying for the bills other than those of the Central Committee,
Whispers on the Wind have brought to your humble chronicler the rumor that the LCRCC Chair Cindy Golding ordered the at the time Interim Treaser Jim Miller to cut a check for $200 to pay for an ad place in a flyer put out by another Republican Organization,
I will not mention the name of the other Organization, they are blemeless adn their good name does not need to be besmerched because of the incompetence and malfeasance of our Chair,
neither does the name of the restaraunt falsely accused of failure to pay a bill that in fact they did not authorise.

Questions at this time which need answered are
Did the Body recieve a report of this action at the next scheduled meeting and if not WHY?
AND
Exactly how did the Linn County Central Committee become responsible for this debt in the first place,.
Despite the fact that the amount $200 is below the limit the Executive Committee may spend without prior approval,.
It is questionable as to whether they have the authority to use their spending power to pay the bills of other people,.
I hope someone asks these quesitons at the next Central Committee meeting.

Laughing Stock Of Iowa
Sometimes I think that it is the secret goal of the Linn County Central Commitee Exective Board to bring comic relief to the rest of the State.
That is the only excuse I can think of for why the LCRCC Facebook page is the way it is.
They cannot seriously think that it shows that the second largest county in Iowa can produce a proffesional appearing page,
It MUST be some attempt at a SATIRE of what a Republican Facebook Page should look like,

You see the only people with Admin privaleges are him and the County Chair Cindy Golding
and Co-Chair. Brett Mason
No one else seems to be trusted to make corrections on the FB pages.
I wonder why that is since it is rather pathetic compared to other GOP Facebook Pages
But the truth remains that thistremendous example of incompetance must rest soley in the hands of these three,
There has been a LOT of comment on this issue not just by me but they turn a deaf ear,.
So the only conclusion must be that the whole think is being done purposely to bring comic relief to the rest of the state,

Wait A Minute
There are a few people who are not that thrilled with our Executive Board's Rush to Have the Presidential Caucuses in ONE Location.
As a matter of fact one local grassroots organization has gone way past "not thrilled" and has arrived at
Now it is not like Linn County has never engaged in a Caucus.
We HAD a well experienced Caucus Sub-Committee led by Randy Lucre, Eric Rosenthal, Jim Conklin and with a proven record of accomplishments,
As a matter of fact when the Sub-Committee stood down after the 2012 Caucuses and County Convention they scheduled a meeting for this Spring to Reconvene and start up again,
That was of course BEFORE the St Patrick's Day Massacre when ALL Sub-Committees were eliminated and the Caucus Convention Sub-Committee was replaced with
But that IS the way our Chair wants things because she wants to be the One who runs everything and those who have worked hard in certain areas in the Past are no longer welcome,
No that is not true after the Executive Board has chosen the VOTING members of a Team anyone who wants to is welcome to join if it allowed by the Team Leader.
As our Co-Chair has stated many times there is a place for everyone
What is left unsaid is that of course is if you remember what your Place IS and accept that the Chosen will get to make all the decisions.
I remember the flap back in 2012 when there were a few paltry complications in the Lee County Count.
Wonder what the reaction of the Media will be if the Second Largest County in Iowa has a Caucus meltdown because they tried to crowd everyone into a single site?
But any criticism of how the Linn County Chair has things running is met with verbage like

Yes point out that she might be making a mistake and taling Linn County, Iowa and Our First in the Nation Status over a cliff and you are a

Now If We Just Had A Time Machine
Looks like our Marketing & PR Team Managed to Get the Notice about the Carly Fiorina event up no later than 10 Hours AFTER it Started
UPDATE: I counted a total of 10 announcements on the LCRCC one of which was posted when the event had maybe 10 or 15 minutes to run all the rest were after it was over.
The efficiency of auto-posting without manual editing never ends. They were posted over a period of 12 hours or so. There are quite a few other examples of multiple posts. But ONE candidate's posts seem to never had this problem.
Maybe the Facebook Page management should be put in the hands of someone who is NOT so busy representing ONE campaign?
And in true Linn County Central Committee Form they took credit as the Organizer

I asked one of the Executives a while back why only the Chair, Co-Chair and Webmaster were admins and was told they wanted the TEAM
To focus on MESSAGE?

Linn County Chairperson's & Other Threats to Iowa's First in the Nation Caucus
It appears that other eyes than my own have detected that there is something the matter with the Linn County Republican Family.
They have contacted the Red Queen of the LCRCC with their concerns and she has responded

Revenge Of The Swine
Two years ago, Linn County Auditor Joel Miller managed the equivalent of 52 full-time employees.
He may be down to 13 if the latest move by the Board of Supervisors strips four employees who handle the county’s payroll and accounts payable functions from Miller’s purview and transfers the duties to the county’s human resources or budget and finance offices instead.
Miller said Monday the supervisors are bent on his “destruction.”

“If we can’t control you, we’ll destroy you,” he said, summing up what he said is the supervisors’ attitude after yet another back-and-forth at Monday’s informal supervisors’ meeting.

I understand that some members of the LCRCC have made visits to other Central Committees and been AMAZED at the Unity and Harmony they have found there.
And ask the Question
Why is this not the case in Linn County???
Went to Clayton County Iowa Republicans last night
and
what a difference
between them and Linn County GOP! It appeared to
me
that a central
committee can be more then civil to each other.
Short meeting where Roberts rules was used in a
very
informal manner.
Someone said "this needs to be corrected in the
minutes"
and then they
accepted them as to be corrected.
They had a short discussion regarding where to
meet and
the Chair
essentially made a executive decision and no one
argued
it.
How I'd love to be a member of a central committee
where
the body worked
with each other or just did not show up if they had a
personal beef.
Sounds like Paradise
I wonder, while all this harmony and unity was ensuing could it have been possible
That their Exectutive Board was ADHERING
To their Constitution and ByLaws?
Instead of VIOLATING them????
I mean when we had that under Steve Armstrong as I recall we ALSO had Unity and Harmony
Along with attendence at meetings 2 to 3 times our present level
And events where the attendeces was 5 to 6 times our recent levels
And where we did NOT have to ask people buying tickets to make their checks out to the Vender
Because the BODY was never given the opportunity to VOTE on the event and the amount the Treasurer was going to have to make out was more than the Legal Limit without the Approval of the Full Body,
But at LEAST they did not ILLEGALLY fill out a check anyway as they have done in the Past
You Know? It is issues like the above that MIGHT contribute to a Lack of Unity Harmony and

The Central Committee Wars
We are experiencing the resurgence of a very old Conflict
That between Centralized Control by an Elite Minority and giving a Voice and Choice to the Masses
I believe this local resugence stems from a night in the Spring of '14 when the Chair stated that they could make a decision but thought it would be better if the Body did it.
And was told
Not according to the Constitution
Whereupon there ensued a great gnashing of teeth and rending of hair by the Chair and the Webmaster to the psychic sound as if a thousand pigs were being stuck
And in the fullness of time shortly there after the E Board discovered that
GASP
None of our Sub-committees had Charters,
So it an ad hoc committee was called to remedy this grevious failing
And they presented their findings.
Which were that the Committees should report to the E Board and another Committee controled by the Chair
And the Body said
Nope
We will have the Comittees report to US
Done deal
The E Board thought about this a long time and when they had thought long enough and hard enough
They called out CRISIS!
We MUST Organize NOW by April 1!!!!
Robert's Rules and one of the Foremost Parliamentarians in Iowa
DEMAND IT!!!!!!!!!!!
Except that the TRUTH was when they asked the Robert's Rules Forum they were told NO and their claim that one of the Foremost Parliamentarians in Iows had given them a Ruling that they HAD to do it?
Was equally True.
But then Truth, Constitutions and Rules of Law are Inconsequential to Getting Republicans Elected and clearing obsticles to that goal
So all the Sub-Committees got replaced with Teams
Which did the same things
But
They had only 5 voting members the rest of the Team could work but have no Say.
And all the initial Team Leaders were
Chosen by them
And all the initial members of the Teams were
Chosen by them
And any additions to the Teams?
Would be decided by their Chosen Few
They did try to replace one of the Team Leaders
The Body said
Nope we like him there
Now that is a good start
The pesky little part of the Constitution is still around
The one that says the E Board is under the Orders of the Central Commitee
We COULD
Give everyone in the teams the VOTE
Just like it was a REAL Democracy
And we could Order that People can chose the Team that THEY wish to work on
Just like it was a Real Democracy
And everything can go back to the way it was before things got "improved"

Crouch Down And Lick The Hand
We had a power grab that didn't at our recent LCRCC meeting
After the meeting something happened that reminded me of a quote of Samuel Adams.
A position was made by the E Board and rejected by the Body to replace the Team Leader of the Membership & Meeting Setup Team.
After the meeting the Full Committees choice for Team Leader was accosted by one of the the E Board and in a foaming at the mouth confrontation
told
You cannot be a Team Leader if you don't work with us!!!
I guess he did not crouch down and lick their hands?
Besides I want the people on that Team to WORK at seeing that the people who vote are ENTITLED to Vote.
I am not certain I want them "Working With" people who do not seem to place any importance on whether or not someone who is voting has a Right to Vote
Or at least they do not seem to be as much rushing to repond to an attempt to Vote Illegally as they seem to be excusing it.
In past times we REMOVED Committee members who violated Voting rules.
We did not claim that they did it accidently.
How DO you accidently vote anyway?
I mean it is not like this was their first LCRCC meeting or even their first LCRCC Election.
The Election before the one in question they were not allowed to engage in debate because they were not Credentialed to Vote.
You would think they would remember the Chair of that meeting explaining their position to them.
You would think they would have noticed sometime that those who ARE credentialed to Vote have a Bright Lime Green Credential Card
And you would THINK they might have noticed that they did NOT.
Also I wonder HOW do you ACCIDENTLY hide a ballot under the table and WHY?
Our Current Team Leader noticed the above action and detailed someone to watch and make certain they did not Vote Illegally.
We were chastised for embarrassing the Undocumented Voter by catching him in the act loudly.
Shoot all he had to do was actually follow the Rules
So considering that the E Boards replacement for our Current Team Leader was someone who voted against enforcing the Constitution sometime back by removing someone who violated it and humphed at the time
What does this have to do with Getting Republicans Elected ?
I am happy that we voted to keep someone as the Team Leader who will enforce the Voting Rules
Rather than someone who might be considered "more dependable"
ie willing to crouch down and lick the hands that feed them.
