NinDraw

NinDraw Version 1.9 was produced on May 7, 1991 by a man named Ken Beckett. This version of NinDraw was a PC graphics program made to replace a harder to use program for the Nintendo. NinDraw was made to be easy. NinDraw takes .drw files and loads them up into the program. From here, you can edit the backgrounds, characters, sprites, and animation. You can then save the game graphics. NinDraw also uses asm data, vid data, and prg data. Sorry I can not give you more info about NinDraw at this time, but I am still learning about it myself.
