Magic Items

The Tales of Evenfall frpg needs magic items. The magic items in this game will be:
1. Wands
2. Staves
3. Rings, Jewelry and Clothes
4. Weapons
5. Armor
6. Scrolls
7. Potions
8. Equipment

Some items will add manna to a character’s personal reservoir. Items that cast spells such as wands will be found with a random number of manna points. Once the manna points are used the item will need to be recharged for future use. Staves will contain permanent magic effects. 

Temples seem to make heal potions by the barrel full. I take it that they use donations and tithes to make the stuff. So it must be possible for magic-user archetypes to make. They just need the funds and equipment.

Keep in mind there is no resurrection in this game. When your character dies it is permanent. For this reason I don’t feel bad if healing potions are common.

I am thinking that if a persona wants to be able to make potions they should be able to do so for a cost. An alchemy lab would be needed. Maybe it will cost 50 GC to make a potion if it is a spell that you can cast. Maybe it will cost 50 GC to make a scroll if it is a spell that you can cast. The average reward for a successful adventure will be around 50 GC per person. This would allow the persona to make 1 potion or scroll every adventure.

Magic items will rarely have more than a +1 in my game. Maybe it will cost 500 GC to make a permanent +1 magic item. A permanent magic item could be created 1 time every 10 adventures. Maybe this would take too long to be worthwhile. Opinions? Anything with a +2 will be a legendary level magic item, something beyond the ability of a player character. A bonus modifier could be added to armor to improve the defense value. Bonuses will not be added to damage reduction to armor. I don’t want to make personas invulnerable to all damage permanently.

I am not sure what the process will be to make a permanent magic item. I want the rules to reflect that permanent magic items are uncommon and prized. Some of the spells already allow normal items to be enchanted temporarily. Should I have a Permanency spell in the lists that requires an expensive spell component (the 500 GC cost)?
