The World Council is divided into area specifics; there is an American Council, made up of members of the American nations of both North, Central and South America; there is a European Council, made up of members of the nations of Europe, including the U.K. and also Iceland and Greenland; the Asian Council is made up of the nations of Asia, including also Russia, India, China, Korea, Japan and surrounding nations; the Arctic & Oceans Council are made up of persons who reside in the Arctic/Antarctic areas and Island Nations; the African Council is made of of members from the nations on the continent of Africa; the Middle Eastern Council is made up of members from nations considered middle eastern - the nations and people of Arabia, Judea, Egypt, and Palestine, among others; there is also an Australian / New Zealand Council made up of Persons from those countries.

Each area specific Council has a Delegation, which at the minimum is 3 Persons, or as large as 12 Persons. A member of the Delegation is present at all World Council meetings. Members of the World Council of each area choose their Delegation members by vote or assured agreement. Persons remain as Delegates as long as nine years, and may be choosen to the Delegation again. Delegations are responsible for communicating with the High Priests.

The High Priests are also known as The Priests Of God. The Priests are not assigned to any specific Council, they are the caretakers of The Word, worldwide. They may, however, accept audience of the Delegations, indeed even specifically the World Council members themselves, and communicate openly with the Nation State Of New Jerusalem. The Priests may or may not be present at World Council meetings, and do not have authority over the Councils, except to exercise their proven rights as Priests Of God.

One can only be a Priest Of God if they have real world, life experiences that exhibit diversity. To be a Priest Of God, one must know of the Sciences Of Divinity; and have enough knowledge of these Sciences to be considered a Master. The Science knowledge required is knowledge of the Natural State (Sciences of this Realm, which are also called Creation, or Life Science), a certain level of understanding about physics, biology, botany and philosophy; and how this Science relates to the Truth Of Existence. It is also necessary a Priest Of God have committment to the betterment of this existence through understanding, knowledge, and compassion.

A Priest Of God cannot be an elected official of any other national or regional government. One cannot represent effectively or objectively, multiple governments. The Priests Of God work for the Creator, which governs existence. They therefore serve God, not humanistic creations. The Priests Of God may be employed, but they cannot work under the direction of any government of humankind.

Only the Priests Of God can ask another to become a High Priest.
