Background:
Sioned Gwynne grew up in a traditional family in Wales, the oldest of three siblings. Her father, Caerwyn Gwynne, imprinted on her an interest in cultural studies when the family took several trips around Europe and he told her of the history behind the countries they visited. She grew up speaking Romulan with him, as he made his living as a professor of Romulan studies. After graduating high school with top grades, she was offered a place a Starfleet Academy, which she took with intention of becoming a civilian after her term of enlistment ran out. However, at the academy and on her first assignment aboard the USS Bellerophon, she decided she loved the Starfleet life and became a careerist.
Sioned's career proceeded in a manner not at all abnormal, with promotions coming whenever she had minimum time-in-rank due to the impact of her studies aboard the Bellerophon. When a higher position came open aboard the USS Reliketh, her CO recommended her for it, and she transferred. Eventually, she reached a rank at which her new CO told her it would be prudent to take command training. She took the hint, took the course, and was given the position of Second Officer alongside that of Chief of Science on the Reliketh.
It was at this point in her career when Sioned began to capture the attention of Starfleet Command. The promotion board saw key leadership qualities on several away mission reports and offered her a command of her own on a science and intelligence ship. At one time, during the period in the Dominion War when the peace between the Klingons and Federation temporarily stopped, Captain Gwynne's ship came under attack while on a mission to collect information on a planet near Klingon space. Her ability to keep the science vessel, which did not have very good defenses, from being destroyed drew the attention of the promotion board once again. She was given the rank of Rear Admiral at age 40, but due to her relative young age for that rank, she was left in command of her ship.
After the Dominion War, the onset of the Federation Civil War presented a need for experienced intelligence gathering officers in Starfleet's newly activated division, the Starfleet Tactical Forces. The position of Director of Intelligence was offered to Sioned, and she accepted, transferring to Starbase 8.
