Team Rocket have the technology! They have found a way to combine human and Pokemon DNA to thus create a combination of human/Pokemon. Unfortunately for the poor Pokemorph, this results in them having the rather complicated memories of both Pokemon and human combined. This leads to both confusion and distress for the Pokemorph after creation. Many die in the process, others lose their fragile grip on reality and fall completely over the edge. This is the bane the Pokemorph must face. They are all a little unstable with strange personality quirks.

After creation, Giovanni set about using the Pokemorphs as slaves, warriors for they had the powers of Pokemon combined with the malevolant creativity of humankind. This was his undoing. For many of the Pookamon, those that retained enough sanity anyway, revolted and escaped, leaving the lab a firey mess. Those that deserted found the outside world a cold and unwelcoming place. Many died because they could not find enough food to sustain them in their larger forms. Humans both feared and loathed them.
And so they sought sanctuary where they could - tiny villages, lost islands, deep in the forests.

And Giovanni was most displeased. He knew that these creatures being lose were a danger to his position, they knew secrets, they were walking secrets. So he created more, a different type, the Pookamon, those with the power to look like nothing more dangerous then the average Pokemon. These Pookamon were otherwise the same as the Pokemorph that came before them. And some of those that remained and those that he created he gave the task - to go forth and destroy the Pokemorphs.
Unfortunately, some of these too rebelled, making it a harder for him. They also found the world a cold, uncaring place, for although they could look like Pokemon and fool a human, they could not fool real Pokemon and these would attack them or avoid them. Not to mention that some Trainers were more than a little enthusiastic also!
