It was imperative that the membership of MCRA let its voice be heard on the movenment of Medicare reimbursement to an annual basis.

Dear Mr. Herman:

I write to you today in my capacity as President of the Middle Country Retirees’ Association to express the Association’s opposition to the payment of Medicare reimbursements on an annual basis.

For many years in Middle Country School District Medicare reimbursements were paid on a monthly and then a quarterly basis. Payments were actually made prior to deductions from the recipient’s social security check. This arrangement represented a courtesy on the part of Middle Country School District, a genuine expression of concern for retirees that has always characterized Middle Country School District. That gesture did not go unnoticed by retirees themselves who applauded the district for its good will toward those who had served it over a long period of time.

Effective July 1, 2000 reimbursements were moved to a semi-annual basis. While this imposed inconvenience for individual recipients it was understandable in light of the realities involved in Middle Country School District’s arrangement with retirees.

Movement to reimbursement on an annual basis is inequitable in that it does not return moneys to retirees in a manner reasonable to its collection whoever the parties involved. It imposes a real financial hardship on a large segment of the retiree population because of the date of their retirement, the extended period proposed and the amount of money involved. Unfortunately, it lessens the good will that is an essential cement between the Middle Country School Districts and its retirees.

Middle Country has always acted reasonably in relation to employees past or present. It is the hope of the membership of the Middle Country Retirees’ Association that Middle Country School District will continue to do so in the matter of Medicare reimbursement to the retirees by leaving the semi-annual arrangement in place.

Membership did let its voice be heard by directing letters to the District Clerk, Board of Education Middle Country School District, 8 43rd Street, Centereach NY 11720. Reimbursement is now back on a semiannual basis. The basis of MCRA's appeal was the above letter, dated July 23, 2002 by the Association's President, Michael Daly and the action of MCRA's membership itself.
