As head of a covert anti-terrorist unit, dedicated FBI agent Sean Archer (John Travolta) has been tracking terrorist-for-hire Castor Troy for the last eight years. Troy is responsible for countless terrorist bombings, murders, and the death of Archer's five year old son Michael. Driven by revenge, Archer is consumed by this personal chase for which he makes extreme sacrifices.

Archer thinks this part of his life is over after he captures Troy, whom he has left barely alive in a coma. What he doesn't realize is his nightmare is just about to start. FBI Special Operations agents Hollis Miller and Tito Biondi inform Archer of a ZIP Drive disk they found on Troy's schizophrenic, paranoid brother, Pollux. The disk contains the schematics for a biological weapon that could release a plague over Los Angeles. After interrogating Pollux Troy to extract the location of the bomb proves unsuccessful, agent Miller offers Archer one last option--borrow Castor's face and identity and enter the same prison as Pollux to get the location of the bomb.
