Oz in the beginning of its existence was a secret society. But over a period of time it was mutated into the military power of the earth sphere alliance. Treize Khushrenada, the leader of oz, is belived to be a loyal supporter, and understory, to oz itself. Okay, now this is where it gets confusing. Most people don't know but treize is actual the leader of the earth sphere alliance through being the leader of oz. Now oz says that its days of rule by force is over with and that they only want peace and that they are willing to fight for it. Now oz is really controlled by the romefeller foundation. This is a large group of the major industrial influences of After Colony 195. So this makes Treize the understory to only two: Duke Dermail and his Chief Engineer Tsubarov.
