1) Lords can promote up to and including captain without a
vote.
2) Promotion to the rank of admiral requires a majority vote by the House of
Lords.
3) Promotion to the rank of grand and fleet admiral requires a unanimous
vote by the House of Lords.
4) The 48 hour rule applies to ALL votes. For example, if a vote for grand
admiral was brought forth and everyone voted yes except one lord who did not
vote within 48 hours of the posting of the vote, the vote still passes since
since the vote was unanimous of the lords that voted in the allowed
timeframe.
5) The grand admiral can promote up to the rank of commander.
6) The grand admiral can promote to the rank of captain IF the fleet admiral
is in agreement. In addition, the promotion to the rank of captain can be achieved
by a majority vote of the admiralty. (This vote includes the vote of the
grand and fleet admiral.)
7) The fleet admiral will have the power of the grand admiral if the grand
admiral has taken a leave of absence or has not been seen in one week's
time. The power reverts back to the grand admiral upon his or her return.
Fleet admiral and admiral can promote up to the rank of lieutenant.
9) Captains can promote up to the rank of ensign.
