I've been playing Neopets for about 3 years now, and I learned quite a bit on making Neopoints. What I'm going to tell you is time-tested, and I have tried other methods that I found to be less-successful. If you can find something that works for you (and doesn't scam other people), then go for it.
So you want help with Neopoints, eh? In case you're a newbie, let's start with the very basics. All of these are found after clicking Explore to get to the World of Neopia (a globe). The first thing you want to do when you log in each day is to do the daily freebies:
Fruit Machine (Lost Desert-->Fruit Machine)
There are some other things that you have to pay for, and ONLY use them if you can afford to lose NP! These are based on hours (they vary per machine) instead of days like the ones I gave above. Again, go to the Map of Neopia (the globe) and then follow the directions:
Test Strength: 100np (Haunted Woods-->Deserted Fairground-->Test Your Strength)
There are two quests that you can do. ONLY START THEM IF YOU HAVE NP THAT YOU DON'T NEED! There will be some VERY expensive items to buy to continue with the quests. The payoff? The higher level you complete, the rarer the prize is. There are two faeries that give daily quests, but you have to go to them. You can make a lot of NP by selling the items they give you in the higher levels, but you'll have to put NP into the quest items, so it's more of a fun thing than a NP making tip. Again, go to the Map of Neopia by clicking Explore on the side frames:
Illusen the Earth Faerie (Meridell-->Illusen's Glade)
I'm on Jhudora's quest, no reason why. If you try to do both faerie's quests, one (or both) will get mad and refuse to give you another quest until you wait longer than the usual day. There ARE other quests out there to do, but I'll let you find those yourselves!!
So you've done all the freebies? Want the REAL info? The secret to making NP: your shop! Your shop is the best way to make NP that I've found. What you want to do is to buy low (from the Neopets-run shops) and sell high (based on the price in the user-run shops, found with the shop wizard).
STEP 1: DECIDE A THEME/FIND THE SHOP WITH THAT THEME Any theme will sell, as long as you have the cheapest prices (explained in Step 3). You want to stray from selling smoothies and battledome weapons unless you really know the cost of them (to check that, use the shop wizard) because they sell for a LOT in the Neopets-run shops but a little on the market price.
STEP 2: LEARN TO HAGGLE Oh, so important. If the item is less than 200np, start at 20np and add 20np to your price until you buy it. If the item is from 200-1000np, start at 100 and add 100np to your price unti you buy it. If the price is from 1100-2000+, start at 1/4 the price and add what you think is good (about 100-300np) to your price unti you get it. REMEMBER: If you bid too few NP too often, the shop keeper will kick you out! You can come back, but the item probably won't be there. Also, know the general market prices (use the shop wizard to find market prices) of the item. That way, if it's an item that sells for a LOT, you know not to haggle because someone else will buy it while you're haggling.
STEP 3: PRICING If you follow this advice, your items will sell within a day:
Get the names of the items you'll be buying.
Go to the shop wizard. Type the name of the item into the search. Click "Search Shops." This takes you to a new page with usernames and their prices. Remember the top price.
Go back to the shop wiz page. Type in the name of the item, and put the price you remembered in Max. Price. Click "Search Shops."
Keep doing this until you've found the lowest price.
Price your item at a number ending in 0 or 5.
Pricing: From items 1-100np, price 10np lower than the lowest price. For items 100-1000np, price to the nearest divisible-by-25 number (if the lowest price is 580, price yours at 575). For 1000-10000, price to the nearest 100np lower. For 10000-99999, price to the nearest 1000 or 2000 lower.

PROBLEMS PEOPLE HAVE HAD WITH THEIR SHOPS There are two common problems that I've seen:
Some people think that the higher they price the item, the more NP they'll make. This is NOT true. If you price an item at 200np that usually sells for 10np, why would ANYONE buy it for 200np when they can get it for 10np?? All over-pricing does is just make items sit in your shop. Follow the pricing tip, even if you lose a little NP when you price low. That's why you check the shop wizard when you buy items, to see if you'll make a profit when you sell them.
Stocking too many of an item is also a problem. If the item is over 100np, then DO NOT stock more than two of that item. The reason is because there are people that check the market prices to price their items. Let's say you have 20 Pepperminto Slushies that you priced at 1400np. Before you sell out, someone will see that and price theirs at 1300np. A few more people will do the same. Then more people will price lower, at maybe 1200 or even 900np. So now you have 20 over-priced Slushies in your shop, which means that you have to reduce the price...and your profits. What you could have done is sold two at a time, and made the extra hundreds of NP each time you sold them instead of stocking in bulk. I used to stock in bulk, and stocking no more than two of an item makes a LOT more NP! Items under 100np tend to not really drop in price, so you can stock up on those. Even then, you're wasting effort to collect them that you could be spending on items that sell for 20 times as much as your over-stock of Wooden Blocking Shields!
Shop stocking not your thing? Then spend hours working on games or learn to use the stock market really well. Some people I've met have done really well with trades, where they get an item and trade for a better item, then for a better item (like starting with a simple PB and working to a faerie PB with only trades). The shop is the most reliable, easy, and best-paying thing to do, though, so keep that in mind.
