Collaborative Environmental Project in Indonesia ENVIRONMENTAL INTELLIGENCE FOR SUSTAINABLE DEVELOPMENT |

Mr. Erik Davies assisted the AMDAL Directorate at Regional BAPEDAL from July 1997 to May 1998 in order to train AMDAL staff in the provision of technical guidance on EIA to sectoral agencies, identification of the types of decisions and supporting information required in the AMDAL process, and sources of data/information. He also assisted with the assessment of AMDAL documents for the Bili-Bili Irrigation Dam, PT Tonasa Semen plant and an area development plan at Tanjung Bunga, Ujung Pandang. Basic and advanced EIA training is being provided by CEPI, in cooperation with Hasanuddin University, to the Regional BAPEDAL staff as required.
Mr. John Carter began providing assistance to the Marine & Coastal Working Group at Regional BAPEDAL in April 1997. He has completed 6 extended visits and has organized a study tour of mangrove rehabilitation sites in Java and Bali, implemented a mangrove rehabilitation demonstration project at Tokke-Tokke, Siwa, South Sulawesi, undertook community consultations in Southeast Sulwesi, and prepared a public education cassette and poster on “Bomb Fishing” and a coastal management newsletter. The team will continue to develop the community participation process in other areas of Sulawesi where there has been coastal development activities, and conduct a review of regulations in different jurisdictions to facilitate oversight by BAPEDAL and local area management committees. A second Working Group pilot project on implementation of a community-based coastal watch program for Southeast Sulawesi is also being implemented. Mr. Claude Larocque began providing assistance to the Wastewater Working Group in March 1998, and has organized training workshops in wastewater and watershed management for the WWWG in cooperation with the Environmental Study Centre at Hasanuddin University. He is assisting BAPEDAL to implement the PROKASIH (Clean River) Program, and develop initiatives that will contribute to improved water quality in Sulawesi. An industry factsheet on wastewater management has been prepared, and the Working Group has conducted industry seminars to discuss BAPEDAL programs, water quality standards, environmental impacts of wastewater, monitoring frameworks and control technologies. This work will be concluded in July 2000. Mr. Harvey Martens began assisting the Mining Degradation Working Group in March 1998. He organized a study tour for the MDWG to the Environmental Management Centre laboratory in Jakarta and PPTM mining laboratory in Bandung, as well as inspection visits to small-scale gold mining sites in North Sulawesi. The Working Group will continue to evaluate sources of mining degradation and discharges to inland and coastal waters of Sulawesi, and support implementation of BAPEDAL’s small-scale mining program by assessing alternative mining technologies, designing impact control systems, and increasing the environmental awareness of government and industry. A public information poster and industry factsheet on the environmental and health hazards of mercury have been prepared. The Working Group is also implementing a pilot project at Ratatotok, North Sulwesi on the control of mercury contamination from small-scale gold mining. Mr. Craig Taylor assisted the Land Use Working Group from April 1998 to March 1999, and has organized GIS training for LUWG members in cooperation with the Faculty of Agriculture and Forestry at Hasanuddin University. Mr. Colin Millette began assisting the LUWG as the Land Use Management advisor in November 1999. The Working Group will continue to develop instruments to improve land use management practices, and for protecting, utilizing and developing lands and resources in Sulawesi. Technical studies and regional workshops to develop local stakeholder teams will be undertaken in cooperation with the provincial BAPEDALDAs to prepare appropriate land use management instruments. A pilot project to assist in resolving land use management issues in the Bantimurung limestone karst area of South Sulawesi is also being implemented by the LUWG. Mr. Gerry Glazier worked with the Regional

advisor to assist in the formulation of their organizational development
plans and to undertake a human resources training needs assessment. Ms. Lise Schofield began working with the Media Communications Working Group of Regional BAPEDAL in April 1998. She also assisted the Technical Development Directorate of Central BAPEDAL with production of a full colour booklet on cleaner production case studies. The MCWG is assisting other advisors and working groups with production of public awarenesss video tapes, radio broadcasts, posters, factsheets and newsletters in order to increase their capabilities to deliver effective communication on environmental issues to a variety of target audiences. The Working Group has been conducting information and communications training at the BAPEDALDA as well as organizing fascilitator training for the Regional BAPEDAL staff. Mr. Noel Millson will begin his assignment as Community Environmental Management advisor in November 1999. Under the new Environment Law 23/97 and Regional Autonomy Law 22/1999, greater responsibility for environmental management will be given to the district and provincial governments. This decentralization of central government responsibilities is expected to be completed within two years, and it is widely recognized that district and provincial environmental management capacity needs to be significantly strengthened to meet this challenge.Because of the primary role that district BAPEDALDAs and NGOs are expected to assume in local environmental management, law enforcement and compliance monitoring, Mr. Millson will work with local stakeholders to develop model mechanisms for cooperatively formulating cost-effective management options and building stakeholder partnerships for solving real environmental problems at the district level. |
