Collaborative Environmental Project in Indonesia ENVIRONMENTAL INTELLIGENCE FOR SUSTAINABLE DEVELOPMENT |

Dr.
Michael Brady worked from March 1997 to March 1999 with the Directorate
for Environmental Degradation [DED] at Central BAPEDAL. He assisted
BAPEDAL with a fire surveillance pilot project in Riau, Sumatra, sponsored
by UNEP; revisions to a draft Indonesian Haze Action Plan; preparation of
a legal case on forest burning in Riau, and draft regulations on standards
for fire information. He facilitated an Indonesian study tour in January
1999 to forest fire management agencies in Canada. He also assisted in the
review of coal mining inspection procedures and the development of a
“reputational incentives” program. Ms. Mary Jean Comfort was
also engaged by CEPI from October 1998 to March 1999 to assist the EIA (AMDAL)
Directorate with revisions to the Environmental Impact Assessment
Regulations (PP51), and preparation of guidelines on public involvement in
the AMDAL process. One AMDAL staff, Ms. Laksmi Wijayanti, attended a
6-week practical attachment in May 1999 on public involvement in EIA at
Jacques Whitford Environmental Ltd.,Vancouver, B.C. Ms. Jean Lowry, completed her work in
Cleaner Production with the Technical Development Directorate (BANGTEK)
from January to December 1997. Subsequent assistance has focused
on environmental auditing and mechanisms for the accreditation and
certification of Indonesian environmental auditors. A 6-week practical
attachment was arranged in October 1997 for Mr. Nyoman Darma Adi of
BANGTEK on the management of environmental accreditation and
certification systems at the Canadian Environmental Auditing
Association, Mississauga, Ontario.
A 2-month practical attachment was subsequently arranged for one
BANGTEK staff, Ms. Jo Kumala Dewi, to undergo auditor training in Canada
in May 1998 to become a certified auditor. She is now awaiting formal
certification by the Canadian Environmental Auditors Association. Dr. John Leach assisted BANGTEK from October
1998 to April 1999 with training in environmental management systems
(EMS) and the development of an accreditation and certification system
for environmental auditors in Indonesia. Two EMS Training of Trainers
courses were conducted followed by local site audits and implementation
of EMS training courses by BANGTEK at the three Regional BAPEDAL offices
(Pekanbaru, Denpasar and Ujung Pandang). Ms. Lynn Johannson assisted BANGTEK in March
2000 with an exploratory mission concerning
the creation of a Green Procurement strategy at BAPEDAL. Ms.
Johannson provided advice and assistance on how BAPEDAL could show
leadership to other government agencies and industry on greening of their
supply chains. A high level strategy was drafted as a first step towards
the development of a policy and guidelines for green procurement at
BAPEDAL. Mr. John McMullen will be providing assistance to BANGTEK from April to November 2000 for development of an Environmental Technology Verification program at BAPEDAL. New and emerging technologies offer hope for continued economic growth without severe environmental degradation. However, it is thought that imported technologies sometimes exaggerate their claims and may be ill suited to the needs of Indonesian buyers. Consequently, there is a need to determine and verify the performance and operational appropriateness of imported technologies. Mr. McMullen is advising BAPEDAL on the options for implementation of an ETV program in Indonesia. Mr. Barid Manna assisted the Air Pollution Control Directorate from August 1996 to June 1997 with compliance monitoring at industrial installations such as the Krakatau Steel Mill, Cilegon and Liquified Petroleum Gas facility, Denpasar, as part of the Blue Sky Program; and revisions to emission standards for the oil & gas and fertilizer sectors. He organized a smoke opacity training course for Indonesian personnel at Zenon Laboratories in Vancouver, B.C. in October 1996. The advisor also assisted with an Integrated Air Quality Study of the Jakarta area, and participated in an inter-agency public awareness program for emission control from mobile sources. Dr. Noel Boston assisted the Water and Sea Directorate from January 1998 through January 1999 with implementation of activities under the BAPEDAL Clean Ports/Clean Beaches programs. The CEPI advisor and counterparts attended the 3rd OSPAR Management Committee Meeting in Manila in March 1998. In August 1998, a regional oil spill modelling workshop was hosted by BAPEDAL in Jakarta. An integrated coastal management (ICM) demonstration site for Bali was prepared in conjunction with the UNDP/GEF/IMO project on marine pollution control in the east Asian seas. Two forest fire specialists, Mr. John
Goodman and Mr. Cliff Smith, undertook emergency technical assistance at
BAPEDAL in October 1997 to assess fire evaluation and communication
systems, review fire suppression methods used by different sectoral
agencies, evaluate ground-based and aerial suppression techniques, and
develop a decision support system to prioritize investments. Mr. Kent Wiley has been assisting BAPEDAL-CEPI
as the pilot and demonstration project advisor since August 1997. Over 60
concept papers for environmental pilot projects have been received from
private and public sector organizations, as well as NGOs in Sulawesi.
Twenty-three concept papers have been selected, and are now in various
stages of implementation. Mr. Brian Yates assisted the BAPEDAL Pollution Control Division, in April 1998, to use a zero-based budgeting approach to determine what strategies, activities and budgets are required to keep each of their priority programs operational in the face of the budget restrictions which resulted from the Indonesian financial crisis. |
