Background
Little is known about Jesse's background, but from her flashbacks, we can see that she came from a poor background, which is probably why she decided to join Team Rocket.  James, however, came from a very rich background.  But, he left there because he was being forced to be engaged to someone that looked like Jesse.  They met, supposedly in a biker gang near Fuchia City, because each of the bikers that were there knew Jesse and James.  It is probably during that time when Meouth was getting around to his troubles.  Meouth tried to ask out a classy female Meouth, but was turned down.  He then decided to learn how to speak like humans, which is how Meouth can talk.  However, he was turned down again, so he left to go join Team Rocket, which is about the time that we think that Jesse and James left the gang to go and join Team Rocket as well.  During their times of Pokémon stealing, they constantly try to go after Pikachu and all the Pokémon that he makes contact with.  However, it always seems that Ash and his crew are always there to beat out whatever plan they have.

Personality
Each of these characters are normally found either broke, hungry, or both.  They are also looking to get into Giovanni's good books and become in his favor.  Sometimes, they do try and cheer on Ash during some important decisions of Ash's Trainer life.  However, as they keep on trying to steal Pokémon, they always seem to be "blasting off again!"
