Background
Although not a major character in the journeys of Ash and his crew, but still an important character to the Silver/Gold/Crystal games.  As we see from Professor Elm, he is trying to be just like Professor Oak.  He also studied under Professor Oak.  At the end of the episode we meet him, we see Professor Oak and Professor Elm locked up into a debate over Pokémon.

Personality
Professor Elm is trying to become better than Professor Oak.  He is always excited about studying Pokémon and can get into a daze, which is how Team Rocket was able to steal that Totodile so easily.  Professor Elm, although is trying to become the best Pokémon professor, does know a lot on Pokémon and can be very helpful to new trainers.
