Scouter The Scouter is a device mainly used by the bad guys.  The good guys use it sometimes too, but very rarely.  Scouters detect life forms depending on the power level of whatever it finds.  If the power level of whatever it finds is strong, the signal is stronger (One time Zarbon's scouter blew up because it was reading Vegeta's power level, and it was rising at such a speed that it blew the scouter up.)  Scouters have become much less useless over time, though, because most people learned to hide their power levels, so they are undetected by the scouters.
