Speaking at the 31st Annual South Pacific Chiefs of Police Conference, Sir Geoffrey referred to the OECD's Financial Action Task Force on money laundering as the "terrorising cell of the organisation".
He says the organisation has shown no appreciation for the real lack of resources in the small countries they are targeting.
Sir Geoffrey says the task force has promised help but its actions are spiced by veiled threats of the withdrawal of aid and cooperation.
He says only a fraction of one per cent of money laundering occurs in the Pacific.
He says the turnover of money laundering in one hour in New York, London and Zurich equals the amount carried out in the Pacific over 20 years.
