In Fukuoka, Hakata is the original town and then Fukuoka was built around it. Hakata is actually an island connected to the rest of the city by bridges. Along the bridges were the usual festival snacks: fried squid on a stick, fried beef on a stick, Hello Kitty floating candied apples on a stick.
