The Residents Rights, Responsibilities and Disciplinary Policy

The Samaritan House must try and protect the rights of each resident to be treated with respect and dignity.  The resident also must treat The Samaritan House staff and volunteers with the same respect and dignity. 

These are the rights and responsibilities of the residents, staff and volunteers:
1. To receive all services The Samaritan House and coordinating agencies provide and to be informed of any changes in these services.
2. The Samaritan House is a nonprofit organization.  There are no paid employees presently.  We provide services funded by donations and residential fees only.  We are in the process of seeking grants. 
3. We are strongly supported by the Mayor, City Council, City and County Law Enforcement, The Medical Community and connected organizations, multiple churches, local businesses and citizens.   
4. The Samaritan House has liability insurance to cover accidental injuries, which occur in the home. 
5. The Samaritan House works closely with the county and city police.  If there is reason to suspect drug and alcohol activity in the house, searches and drug tests will be performed with or without notice.  Law enforcement will perform an inspection with or without the drug dogs.  The drug testing will be done at the Dawn Center.  If the drug screen is positive, drugs or drug paraphernalia are found, the resident is subject to immediate dismissal from the house.  Refusal to be tested or searched will lead to immediate dismissal from The Samaritan House. 
6.  You must participate in chores in the house and any required actions to transition yourself to a better life.
7. You will receive service without regard to race, color, sex, age, disability, handicap, sexual orientation, veterans' status or lifestyle.
8. The resident has the right to privacy and confidentiality.
9. Resident's staff and volunteers must respect other residents, staff and volunteers rights, privacy and confidentiality and refrain from gossip, slander or disrespect towards others.
10. The resident staff and volunteers have the responsibility to report any inappropriate or unsafe behavior immediately to the director, board members or staff, not volunteers.
11. Receive all information necessary to make informed decisions about their stay and expectations at The Samaritan House.
12. To have access to their records.   Only the director and designated staff are o access the records.   
13. To be told about treatment options, changes and when the expected date of departure is.
14. To be safe and receive appropriate care. 
15. The resident, staff and volunteers must maintain a safe and appropriate attitude.  If it is determined that the resident has displayed unsafe and inappropriate actions as outlined in the rules, regulation and policies they could receive a verbal warning, written warning or termination from the house.  The seriousness of their action and the director's decision will make the final determination the disciplinary action required.
16.   The resident will have access to necessary professional services.
17. The resident will receive education, instructions and requirements expected to allow the resident to continue to stay at the Samaritan House.
18. The resident can refuse to participate in the program at any time.  This could lead to dismissal from the Samaritan House.
19. The resident, staff and volunteers have the right to be free from mental abuse, physical abuse, neglect, damage to or theft of property, property treated with respect, and exploitation of any kind.
20. The resident, staff and volunteers have the right to voice grievances about The Samaritan House policies, the director, staff and volunteer's actions and any other violation of the above outlined rights.  You will be informed on how to communicate your grievance and how the problem will be resolved or handled. 


The Samaritan House is a transition house.  Our primary goal is to assist you to reach a level of independence that will enable you to participate in society and enter the community as a productive member of society.

Another of our goals will be to assist you with referrals to other community resources that you may need to assist you when you leave The Samaritan House.  We cannot guarantee your eligibility for these resources but will make every effort to assist you with making contact with these resources.

In order to meet these goals we require the following:
1. Adherence to all the rules, regulation and policies outlined by The Samaritan House.
2. Appropriate, responsible courteous behavior to all residents, staff and volunteers.
3. No drug or alcohol consumption or related activity.
4. Participation in all mandatory meetings, chores and outside agencies referrals.
5. Keeping all appointments to doctors, counselors, job interviews and other such services.
6. Seek employment and report to work as scheduled.
7. Take all medications ordered for you.
8.   Present yourself in a clean respectable manner at all times.

Failure to comply with the above items will determine if your are allowed to remain in The Samaritan House.

Disciplinary Policy is as follows:

If is determined by the director and staff that you have violated a rule, regulation or policy based on the severity of the violation the following will occur.

1. No drug or alcohol activity will be tolerated.  You will be immediately dismissed from the house. 
2. Violence and dangerous activity will also lead to immediate dismissal.       

If requested we will assist you to seek professional help and or hospitalization. 

Other violations will result in a verbal warning, written warning and possible dismissal if violation continues to occur.

You will be counseled on what is required of you and how to prevent the violation from occurring you must comply with required actions.

A written warning will be explained to you signed by all parties involved and placed in your file.  Three warnings will result in dismissal from the house.  You will be informed as to when you are receiving your final warning.
