Political Structure in Chaos

The Imperial Court that rules in Chaos has several levels, beginning with the Imperial House. INTERNAL STRUCTURE : Each house, both Major and minor, are required to have a Noble representative. The general term for such a person is Lord or Lady. This person may or may not hold the real power within the House but are responsible for the Houses actions to the Emperor. Contracts between houses must be certified by a representative of the Imperial House in order to be enforced through legal means. The Imperial house sets the monetary exchange and value of each House. The Imperial House may as punishment or to control another House chose to remove value from any property, service, or person within any house. Other members of the court include the High Priestess, The Keeper and others as require by the Emperor.

Major Houses form the next level of command and power within the Courts. They currently number nine.  Within a Major House, the laws and rights possessed by an individual are set by the House. What would be murder in one House is not necessarily the murder in another. Imperial Law governs the areas not claimed by the Major Houses, and forms the basis of common law. The Imperial laws apply mainly to interaction between the Houses. The Emperor seldom enters into or interferes with House law. Each Major House controls and administers several Minor Houses and Black Kingdoms.

The Rim Lords consist of the inner circle of Major Houses. Houses Hendrake, Chanicut, and Helgram have a majority of the power and authority within the Courts and are known for their very conservative stance on most matters.

Minor houses are for the most part at the mercy of the Major Houses. A few minor houses survive without direct patronage from a single Major House by providing very specialized services or products that are valued, though not sufficient for Major House status. Minor houses are recognized as separate entities by the Emperor, and therefore have some traditional rights.

Black Kingdoms are ruled by a Major or minor house. They are often Shadows near the Courts that are useful or provide needed materials or services to Chaos. They are vassal states. Black Kingdoms may advance to minor house status, but this is extremely rare.

The Church of the Serpent is an extremely important force within the Courts. Unfortunately the losses in Patternfall has cast some doubt upon the Churches leadership. There are rumors of cults and false gods among the peoples. How this will resolve itself is still unknown.

The Keeper of the Logrus forms a third faction all unto himself. His motives are difficult to understand but know no one has dared to question his actions.

Abyss

The Abyss is as detailed in the Merlin Saga. No one has survived the depths although certain desperate individuals continue to skirt the edges of safety and sanity to search the rim of the Pit.

Ygg can be found by those who want to look for this ancient tree. It appears undamaged by the Tempest that crashed throughout the breadth of Shadow.
