This is a land very much under Imperialistic rule, and their continent, dress, mannerisms and social class reflect as such (imagine Imperial China - this is about the best idea a none-reader can get of this culture). And they long ago conquered to rule the whole continent.
Damane are popular in amongst the noble-born as pets - though these are the equivalent Aes Sedai of their culture, and are leashed at all times by a contraption called an Adam. The power of this is such that, unless connected to another who can learn to channel, they cannot move from where their leash is placed without severe pain.
The Seanchan use these leashed damane as weapons, but the sul'dam who control them keep a great secret - if their empire knew they could channel as well, they would also be leashed and, as it stands, a sul'dam holds a fairly high position in the overall hierarchy.
These people are currently holding many coastal towns and cities, trying to extend their empire to the lands which were once controlled by their ancestors.
