A small nation, it's inhabitants refer to themselves as from a town, or under a particular lord or lady rather than from the country; even nobles rarely pay taxes or give anything resembling service to the current monarch.
An Altaran woman can always be spotted by their knives, a single one hung hilt-down from their neck - and by far the more superior in a marriage situation.
Dueling is common in this country - especially in it's capital, Ebou Dar (currently under Seanchan occupation).
The Tower in exile (a group of 'renegade' Aes Sedai claiming the current Amyrlin as an usurper) was based in Altara before it made it's way to Tar Valon to begin the siege.
