REF Relations with other Governments/People
The REF, being the major power that it is, has many opinions on the different powers, people, and elements of Rifts Earth.
Magic
The REF has little belief in 'magic', but they do not persecute any one who uses it as long as it's proper and within the civilian parameters. Slowly, the REF is learning the possibilities of magic training & Techno-Wizardry, they've hired about 100 Techno-Wizards to teach their Bio-Maintenance Engineers, and vice versa.
D-Bees
The REF offers shelter and equal treatment to all D-Bees as long as the follow the REF's rules inside their cities. Rule #1) Combat between anyone inside the city is forbidden, 2)Respect the MP (Military Police), they're there to help, 3) Any form of thievery is prohibited, stealing protoculture, REF Mecha, or any parts of REF mecha will lead to immediate 2 year expulsion from all REF Cities, 4) Please, don't feed the pollinators.
Coalition States
Because of the REF's struggles for freedom, equality, peace, and higher education, the REF hates the CS. Many great battles have occured between the two powers, like the Siege of Tolkeen, or the Defense of Las Vegas, the Chi-Town Raid, and many others. The REF will arrest anyone who is actively working for the CS, and will scrutinize anyone who has ever worked for the CS, mercenary, military, or political. The CS has been trying to divert their navy to the Pacific so that they can find the location of Rifts Macross Island. The CS will kill any REF member on sight, as well as any of Sentinals Aliens. The CS has been trying to reverse-engineer some Cyclones, Veritechs, and Destroids for about 3 years now, but because of their lack of protoculture or the understanding of Robotechnology they have only been able to get bits and pieces of information from them.
Lazlo
The REF is on good terms with the government of Lazlo. They are allies in a world that does not seem to have many for either, and the REF is prepared to send forces to Lazlo if they are invaded by the CS.
Astrolite Province
The REF is currently on friendly terms with the AP. But should they ever find out about Toemas & Zondas's insane plans of conquer, the powers will become deadly enemies.
Splugorth/Atlantis
The REF knows very little about Atlantis & the Splugorth. But the Splugorths slavery, and disregard for life is unaccepted by the REF, they will do whatever they can to free anyone under their tyranny.
After the expeditionary force returns, the REF definatly realizes the Splugorth, Kittani, and their minions as a very real and powerful threat. One day the REF may try to drive the Splynncryth from this world, but that day is far away.
Nemo-2 and the New Navy
The REF has had dealings with the New Navy, and currently have an exchange program of sorts with the REF where members of the REF and New Navy observe one another’s tactics and equipment, as well as their society. There is an official alliance between these two powers currently being negotiated by Admiral Rick Hunter and Captain Nemo Dobson. The key point of all of this is that the New Navy wishes to preserve it's independence, while the REF would like to incorporate the New Navy as a division of the REF forces. There will likely be a limited alliance when the current negotiations are finished, with both forces retaining their independence while having the backing of one another in the event of an emergency.
The Naut'Yll
The REF has not had any encounters with the expansionist aliens, but they have heard only bad things about them from the New Navy. They are prepared for any possible invasions that may take place.
The Lord of the Deep
Because their costal cities lay right on the alien intelligences influnence, the REF has had many encounters with the both the Reachers and Monsters this beign has spawned. As the REFs aquatic activities increase, so will their battles with the monster. The New Navy has oft intervened on their behalf on those occasion that the REF was unable to defend against the monster.
Archie Three
This insane supercomputer has no knowledge of the exploits of the REF and has little interest in the rumors that have been told by his spies. Until they cross paths. there will be no investigations on the part of Archie or his minions.
New German Republic
The REF has never had any official contact with the New German Republic, but they have made a point of learning all they can about this powerful nation and it's main weapons producer, Triax. The REF has found some startling similarities between some of Triaxs' newer designs and their own Mecha. Dr. Emile Lang is not happy about this fact, to say the least. For now the REF will gather what information it can about the NGR.
By the year 109 P.A., the NGR and REF have some slight hostilities exchanged, because of the NGR's views on Human Supremacy. However no battles have been waged (the REF already has enough problems with the CS). Triax also was also more than upset when they noticed the Veritech Subs...but thems the breaks. No trade aggrements have been reached or are likely to be reached, but the REF and NGR are on peacable terms. (I just got the Triax & the NGR Book and decided to expand into this area more, and I think an Alpha could spank a Dragonwing any day of the week!)
Tritonia
The REF has a limited trade agreement with the floating city, allowing the REF to increase it's knowledge of underwater systems, from mecha and weapons to medicine and cybernetics. In exchange for military aid, the REF also is learning a great deal about aquatic agriculture and underwater farming. The ideals of the REF are similar to those of the drifting colony, with "people" being seen as allies and enemies, as opposed to race being the reason behind alliances. With neither human or non-human supremacy as a policy for either one of these two powers, the REF has worked hard to gain the trust of the people of Tritonia.
The Republic of Japan
REF officials are currently trying to learn all they can about the Republic before they officially approach them. The Republic has heard stories of a military force that has designs more advanced than some of their own cutting edge technology, and would like to find out more about the REF as well.
Technology
The REF is as advanced as the Republic of Japan, with some areas of superior knowledge. These areas include education & literacy, all children born into the REF Military or children who're REF Citizens are given a full free education which allows them to become productive members of their cities. The REF has much more versatile mecha and weaponry, communications, space-travel, and automated factories for the repair and building of space-faring vessels, combat ships, and mecha.
Medical facilities are good, possibly some of the best, but knowledge of cybernetics and bionics is limited. Manufacturing, building, agriculture, and entertainment and just above that of the Coalition States. However, cultivation of the Flower of Life is second only too what the Invid can accomplish. Robotics and combat technology are vastly superior to the CS in versatility, maneuverability, and speed. Much needs to be learned in the way of undersea farming and mining, as the REF is well behind Tritonia and even the New Navy. They are extreamly behind in the areas of magic, psionics, cybernetics and bionics, with full-conversion borgs, Juicer technology, and M.O.M. conversion completely beyond the current understanding of the Robotech Scientists. In the area of Psionics, the REF is hiring Master and Major Psionics to help find those who have the potential to become powerful psionics and then help train them. In the area of Magic, they've hired Techno-Wizards to teach their Bio-Maintenance Engineers and vice versa.
Although the REF has perhaps the most advanced robot vehicles on Rifts Earth, they have developed only the simplest understanding of cybernetics and bionics. While Robotechnology & Protoculture does seem to have a symbiotic quality to it, the REF did not work with using this alien science enhance the human body directly. As a result, only the simplest prosthetics are available. REF technicians are able to perform only basic maintenance and repairs. Anything more is currently beyond the REFs level of technology.
Currently the REF is negotiating with the drifting colony of Tritonia for an alliance and an exchange of knowledge. Experts in bionics and cybernetics have been working with scientists from the REF to aid them in their development of their own cyberware. For now, Tritonia provides New Macross with cybernetics when needed, mainly for medical purposes, not military use.
Society
Society
The society is based on the civilization of the United Earth Government, so most of the basic ideals and civil liberties are prevalent in their society. Non-humans are given the same treatment as humans, with no preferences given for diferent races or even species. After all the time spent living among people of differing genetic makeup, the inhabitants of New Macross Island are more or less open to living with other sentient beings. Most of them are the victims of persecution and prejudice and are working to prevent that from happening to others.
There are factions within the community of the island that are less open, but the majority of the citizens of New Macross have seen too much persecution and bloodshed and choose to avoid such conflicts.
