  • OFFICE OF THE CORPORATE LEGAL COUNSEL AND BOARD SECRETARY

    Act as the Legal Counsel of the Corporation and provides secretariat services for the Board of Directors of the Corporation which includes the preparation of agenda, minutes of the board meetings and the furnishings thereof to the Chairman and members of the Board. Likewise, the office is responsible for the custody and the business affairs of the secondary home mortgage market, and other critical program for the shelter concern.

  • OFFICE OF THE PRESIDENT

    Responsible for the general policy and strategic decision-making functions of the Corporation and to the provision of directions that will guide NHMFC day-to-day operations. The Office of the President shall have under its direct supervision and control three (3) groups/department, namely: (1) Internal Audit Group; (2) Public Assistance and Information Department; and (3) Planning and Management Services Group.

    • INTERNAL AUDIT GROUP

      Responsible for the development, monitoring, evaluation and appraisal of the Corporation’s internal control system concerning organizational structure, procedures, records and standards of performance that will ensure an orderly, efficient and effective conduct of the business and operations of the NHMFC.

    • PUBLIC ASSISTANCE AND INFORMATION DEPARTMENT

      Responsible for the provision of direct assistance and action to NHMFC’s clients, including the general public, in response to their queries and requests for information/clarifications on the agency’s programs and services and its implementing guidelines. It also serves as the public relations and information arm of the NHMFC and shall be in charge of planning and implementing an effective program of public advocacy using the appropriate media of communications.

    • PLANNING AND MANAGEMENT SERVICES GROUP

      Responsible for the design, development and implementation of the NHMFC’s corporate planning system, and the monitoring of the accomplishment of the company’s plans and programs. This Group shall be composed of two (2) departments as follows:

      • MANAGEMENT SERVICES DEPARTMENT

        Responsible for the monitoring of all corporate plans, programs and projects in order to provide assistance and feedback to higher management. In charge of operationalizing the management information system.

      • CORPORATE PLANNING DEPARTMENT

        Responsible for undertaking continuing studies on strategic alternatives for the Corporation on the basis of emerging developments; develops and arranges the Corporation’s planning and monitoring system.

  • SENIOR VICE PRESIDENT FOR FINANCE

    Responsible for the efficient and effective implementation of the corporate financial policies, plans and programs involving the four (4) departments/groups under its direct supervision and control; (1) the Trust Administration Department; (2) the Controllership Group; (3) the Treasury Group; and (4) Funds Generation Group.

    • TRUST ADMINISTRATION DEPARTMENT

      Responsible for the implementation and maintenance of beneficiary accounts for Amortization Support and Developmental Loan Financing under the Abot-Kaya Pabahay Fund. Ensures the liquidity of the program thru prudent management and investment of funds.

      • ACCOUNTS SERVICING AND PROGRAM ACCOUNTING DIVISION

        Responsible in the formulation and implementation of general accounting in maintaining subsidiary record for the efficient monitoring of amortization payments and support entitlement.

      • FUNDS MANAGEMENT AND CONTROL DIVISION

        Responsible for the effective and efficient implementation of policies and procedures for the management and proper control of the Abot-Kaya Support Fund and enrollment and monitoring of accounts under the Cash Flow Guarantee Program of Accounts Processing Division. Undertakes the implementation of policies and regulations with respect to the processing of applications for amortization.

    • CONTROLLERSHIP GROUP

      Shall be tasked with providing efficient and effective accounting services for NHMFC and implementing an appropriate financial control and review system involving corporate accounts transactions. It shall also develop and implement a pre-audit and review system on all disbursements to ensure compliance with existing laws, rules and regulations. The Group shall also be charged with maintenance and control of all borrower ledgers/accounts.

      The Group is composed of two (2) Departments as follows:

      • CORPORATE ACCOUNTING DEPARTMENT

        The Department is responsible for providing efficient general accounting services for NHMFC as a whole, installing and implementing a responsive system of accounting, financial control and review of all transactions. In charge of the maintenance of a complete set of records pertaining to bank remittances or payments for borrower’s accounts, including the posting and reconciliation of all borrowers’ accounts.

        • General Accounting Division

          Provides general accounting services through the systematic recording of financial transactions, maintenance of the general ledger, preparation of related financial reports. Periodically reviews and evaluates the present accounting system to determine are as need improvement and able to institute some changes to make the system more responsive to the needs of the Corporation.

        • Subsidiary and Accounts Reconciliation Division

          Responsible for the maintenance of subsidiary ledgers to support the balances appearing in general ledger account in order to come up with more informative financial reports. Ensures the reconciliation of the balances of subsidiary ledgers accounts with the general control accounts.

      • BUDGET MANAGEMENT CONTROL AND REVIEW DEPARTMENT

        Responsible for the installation and implementation of an efficient and effective implementation of budget management, monitoring and control system within the Corporation and pre-verification of financial transactions.

        • Budget Division

          Responsible in the installation and implementation of an efficient and effective budgetary and financial control and review systems within the Corporation.

        • Controllership Division

          Implements financial control mechanism on administrative and operational expenses and ensures that such expenditures are within the prescribed policies, laws, rules and regulations.

    • TREASURY GROUP

      The Treasury Group shall be responsible for the optimum cash receipts and cash disbursement and the safekeeping and control of mortgage loans documents, mortgage bank receipts, corporate checks and other accountable forms. Two (2) departments shall comprise the Treasury Group, as follows:

      • CASH MANAGEMENT DEPARTMENT

        Responsible for the implementation of an effective management and control of corporate funds in accordance with corporate policies and target, and standard rules and regulations set forth by government auditing and accounting. All cash and related transactions and information shall emanate from the department, particularly in the area of collection and deposits, funds programming, management and controls.

        • Cash Management Division

          Responsible in the formulation and implementation of systems and procedures to ensure effective management, banking, control and recording of collections received over the counter or through field collections as well as the disbursement of corporate funds in accordance with set government rules and procedures, geared towards corporate targets.

        • Remittance Examination & Verification Div-1

          This division is tasked with the formulation and implementation of systems, procedures and policies to effectively monitor and verify the remittances and remittance reports of collecting banks accredited to collect housing loan amortization payments from borrowers under the Unified Home Lending Program. The division shall see to it that the verification process is in conformity with the terms and conditions set forth in the collection agreements transacted between the bank and NHMFC. The division shall also provide the necessary data or information to update the payment file of the borrowers.

        • Remittance Examination & Verification Div-2

          This division is tasked with the formulation and implementation of systems, procedures and policies to effectively monitor and verify the remittances and remittance reports of employers accredited to deduct loan amortization payments from the payroll of their respective employee-borrowers. The Division shall see to it that the verification process is in conformity with the terms and conditions set forth in the collection agreements transacted between the employer and NHMFC. The Division shall also provide the necessary data or information to update the payment files of the borrowers.

      • DOCUMENTATION CONTROL AND CUSTODIANSHIP OFFICE

        Responsible for the formulation and implementation of systems and procedures in the safekeeping and control of mortgage loan documents, mortgage bank receipt, corporate checks and other accountable forms.

    • FUNDS GENERATION GROUP

      Responsible for the operations of Corporate securities and funds servicing investments and assets management, development, marketing and sale of Corporate products. This Group is composed of two (2) departments as follows:

      • INVESTMENT AND LIQUIDITY MANAGEMENT DEPARTMENT

        Shall be in charge of the implementation of the Corporation’s securities, trading and servicing short-term borrowing operations, determination and scheduling of funding requirements for debt servicing as well as formulate and implement policies, rules and regulations on Corporate investments, securities, trading and funds management.

      • SECURITIES AND FUNDS GENERATION DEPARTMENT

        Shall develop, market, sell, manage and service Corporate products, security and other instruments addressed to financial institutions, insurance companies and investment houses.

  • SENIOR VICE-PRESIDENT FOR CORPORATE SUPPORT SERVICES

    Handles legal operations/functions including enforcement, litigation, documentation, legal and policy research including administrative counseling, management and sale of the corporation’s properties acquired thru foreclosure. Provides the human and physical requirements of the corporation and assures the effective and efficient utilization of these resources through systematic planning, acquisition, maintenance and disposition.

    Directs and oversees the development and implementation of computer system designs, programming and EDP operations.

    The Office of the Senior Vice-President for Corporate Support Services is composed of three (3) groups as follows:

    • LEGAL GROUP

      Provides overall legal services in the form of operational and development counseling which includes evaluation and service of mortgage documentation for take-out, formulation and service of contracts in which the company is a party as well as the standard legal documentations needed for the establishment of the services such as legal researches and studies, legal opinions and counseling on the various aspects of its operational and developmental function. Shall handle all the litigation of cases filed for and against NHMFC including foreclosure proceedings and the management and disposal of properties acquired by the corporation thru the latter.

      Under the Legal Group is composed of three (3) departments, namely: (1) Documentation and Counseling Department; (2) Litigation Department; and (3) the Acquired Assets Department.

      • DOCUMENTATION AND COUNSELING DEPARTMENT

        Provides legal services in the form of legal opinion and counseling, researches and studies, appropriate documentation and insure that all corporate acts and deeds are in accordance with the law. Formulates new corporation documents and improve existing ones consistent with policy changes and procedures development; and drafts the reviews necessary documents which would include all operational requirements within the appropriate legal parameter and answer legal queries which arise from daily operations of approved programs and plans.

      • LITIGATION DEPARTMENT

        Handles all litigation and prosecution of cases for and against the corporation and attend all courts, quasi-judicial and administrative cases and investigation, and foreclosure cases and proceedings.

      • ACQUIRED ASSETS DEPARTMENT

        Responsible for the coordination with concerned NHMFC offices of the overall administration, maintenance, management disposition and sale of the properties acquired by the Corporation due to foreclosure proceedings.

    • ADMINISTRATIVE GROUP

      Provide overall administrative services support of corporate operations, particularly in the development and administration of an internally consistent and externally competitive implementation of an appropriate staffing pattern and package of compensation benefits for the Corporation and a comprehensive staff development program. It shall also be responsible for the administration of an efficient centralized records management system and the Corporation’s general service requirements.

      Provides administrative services in support of the entire operation of the Corporation which includes human resources, personnel development and manpower planning, procurement, general services and the management of a centralized records management system.

      • HUMAN RESOURCE MANAGEMENT DEPARTMENT

        Shall be responsible for providing the Corporation with adequate, efficient, competent and well-motivated workforce thru training and development and the establishment of the necessary machinery for fulfilling the NHMFC manpower requirements. It shall also provide for the conduct of programs and studies for continuously improving the existing systems and procedures and approaches to human resource planning and development. Finally, it shall also be in charge of the administration of personnel appointments/movements, employees’ claims and benefits.

        • Personnel Division

          Responsible for the effective and efficient administration of personnel policies, systems and procedures on recruitment, selection and promotion, employee benefits and other functions concerning personnel services and manpower requirements in support of the corporation’s operations.

        • Manpower Management Division

          Responsible for the conceptualization, planning and implementation of human resource development programs for all the officers and employee of the Corporation. Responsible for conducting studies/researches and assessment of the present relating to personnel administration, training and development.

      • PHYSICAL RESOURCES DEPARTMENT

        Shall be responsible for the efficient and effective administration of support services and provision of adequate facilities, timely procurement of supplies, materials and equipment requirements of the various NHMFC offices and responsible for the maintenance and control of the central library, and records and reference section of the office including the provision of mailing services for all NHMFC units.

        • Central Records and Mailing Division

          Responsible for the planning and implementation of records and library management policies geared towards standardize filing, protection, preservation and easy retrieval of records, reports as well as library and other information materials in accordance with the standard/acceptable record-keeping requirements.

        • Property and Supply Management Division

          Responsible for the purchase/acquisition and provision of supplies, materials, furniture, equipments needed by the Corporation, including the conduct of bidding/canvassing for the purpose in accordance with government laws and regulations.

        • General Services Division

          Provides efficient transportation, duplicating/reproduction and communication services to the Corporation.

    • INFORMATION SYSTEMS GROUP

      This Group shall be in charge of systems design, programming and EDP operations. It shall undertake the formulation and evaluation of the Corporate Management Information System (MIS) plans and programs, the design and the development of computer systems and the manualization of such procedures, the actual implementation of computer systems on a corporate-wide scale; and the monitoring and upkeep of the performance of these systems. It shall also provide advisory services to other NHMFC departments/offices and conduct necessary orientation/training seminar on the EDP system. This Group is composed of two (2) departments as follows:

      • ELECTRONIC DATA PROCESSING DEPARTMENT

        Shall be tasked to implement computer system in accordance with defined processing guidelines; generate an appropriate operating and management reports from computer systems, maintain computer equipments; and establish back-up and recover procedures of computer files.

        • Data Preparation Division

          Monitors, reviews, prepares, confirms the daily and monthly transactions/documents of the computer systems of the Corporation within the required time schedule and with assured accuracy and integrity.

        • Computer Operations Division

          Responsible for the implementation of the computer system of the Corporation’s operation consistent with set of policies and guidelines. Maintains accurate and up-to-date database information and generates timely reports for management/end-users.

      • INFORMATION SYSTEMS PLANNING AND PROGRAMMING DEPARTMENT

        Shall assist in the establishment of operating procedures in the various work units of the NHMFC; study, design, develop, maintain and document computer systems in coordination with user groups; orient users and processors on the requirements of the computer system; and audit the performance of the system. In charge of all the development of all computer applications and other software requirements for transition processing, management, reporting and planning in accordance with approved systems design/s of the different work units of the Corporation.

        • Information Systems Division

          Responsible for the design, development and monitoring of computer systems and related manual procedures of the Corporate Management Information Systems.

        • Programming Division

          Responsible for the development of a new programs or the revision of existing programs in support of the Corporate Management Information System. Established and enforces standard methods for organizing, coding and testing programs.

  • OFFICE OF THE EXECUTIVE VICE-PRESIDENT

    The Office of the Executive Vice-President shall provide operational corporate policy guidelines consistent with the general strategic policies of the NHMFC President and overall administration of Corporate plans and programs particularly with regards to operations requirements.

    • TECHNICAL SERVICES GROUP

      Headed by a Vice-President under the Office of the Executive Vice-President, the Group is responsible for all technical requirements of all corporate programs relative to the conduct of field inspection, assessment, verification and appraisal of collaterals of the mortgages purchased and those being processed for take-out consideration based on perfected mortgage documents and specifications indicated for verification.

      • APPRAISAL DEPARTMENT

        Responsible for the overall direction of mortgage collaterals appraisal for purposes of ascertaining full compliance by accredited financial institutions/developers to existing laws/rules and regulations and policies guidelines and procedures set by NHMFC for all its financing programs.

      • INSPECTION AND INVESTIGATION DEPARTMENT

        In charge of the background investigation and site inspection of originators/projects prior to accreditation for mortgage take-out under all NHMFC financing programs.

    • MORTGAGE OPERATIONS GROUP

      Shall be responsible for initiating and the formulation of policies on mortgage origination, implementation and review of adopted policies, including promulgation of systems and procedures concerning take-out of mortgages under the UHLP and CMP programs. It shall also handle the management and coordination of the insurance component of taken-out mortgages.

      • INSURANCE OFFICE

        Ensures that all mortgages/loans purchased mortgages are adequately covered yearly by insurance against death of mortgagor and fire/allied perils on the corresponding collateral properties during the entire term of the loan.

        • Documents Receiving and Monitoring Unit

          Responsible in the receipt of all mortgage loan documents delivered by the OFIs and the monitoring of their Purchase Commitment Line.

      • MORTGAGE EXAMINATION DEPARTMENT

        Undertakes detailed review of mortgage documents submitted by originating Financial Institutions/Originating Developers for take-out to ensure the legality, validity and enforceability of the transaction under the UHLP and CMP programs.

        • Mortgage Examination Division – UHLP

          Undertakes detailed review of mortgage documents submitted by originating Financial Institutions/Originating Developer Institutions for take-out to ensure the legality, validity and enforceability of transactions.

        • Mortgage Examination Division – CMP

          Reviews and evaluates CMP loan/mortgage documents and ascertains its legality, validity and enforceability.

      • LOAN EXAMINATION DEPARTMENT

        Evaluates loan entitlement of borrowers of the Originating Financial Institutions/Developers under the UHLP and CMP programs.

        • Loan Examination Division – UHLP

          Evaluates loan entitlement of borrowers under the UHLP originated by financial institutions/developers.

        • Loan Examination Division – CMP

          Responsible for the correction of computations, completeness and conformity with existing documentary requirements and guidelines on loan mortgage origination and purchase.

      • PROJECT UTILIZATION DEPARTMENT – CMP

        Responsible for the documentary processing for the individualization of titles and loans of CMP originated projects.

        Shall also be responsible for the provision of all services and performance of all integral services and performance of integral tasks involved in the implementation and administration of policies and guidelines on the individualization of community titles and loans of CMP originated projects and substitution of member-beneficiaries.

    • COLLECTION AND ACCOUNTS MANAGEMENT GROUP

      Translates, plans, organizes and directs the NHMFC of its goals and implementation of policies, guidelines and procedures related to the administration of all collection strategies particularly the monitoring and servicing of loan accounts under the UHLP, CMP, SHDLP and Folio. The Group is composed of three (3) departments as follows:

      • REGULAR ACCOUNTS MANAGEMENT DEPARTMENT- UHLP

        Responsible for monitoring, servicing and initiating the collection of all regular loan accounts, in coordination with concerned NHMFC offices and/or collecting data or accounting banks accredited by the Corporation; prepares and maintains complete borrower’s loan information in manual or computerized forms as backup system/reference for examination and evaluation work relative to originating institutions and/or collecting/accounting banks.

        • Regular Accounts Monitoring Division (UHLP)

          Responsible for monitoring, servicing and initiating the collection of all regular accounts, in coordination concerned NHMFC officers and/or collecting data or accounting banks accredited by the Corporation; prepares and maintains completed borrowers’ loan information in manual or computerized forms as backup system/reference for examination and work relative to originating institutions and/or collecting/accounting banks

        • Regular Accounts Monitoring Division II

        • Salary Deduction Unit

          Responsible for the implementation and administration of the Payroll Deduction Scheme of the Corporation.

        • About-Kaya Receiving/Monitoring Unit

          Responsible for monitoring, servicing, processing and billing of all low-income beneficiaries by way of availing themselves of amortization support during the first five years of the terms of their housing loans under the old and new liberalized guidelines of the Abot-Kaya Pabahay Fund.

      • SPECIAL ACCOUNTS MANAGEMENT DEPARTMENT – UHLP

        Responsible for the monitoring, servicing and initiating the collection of past due accounts and post take-out requirements relative to the implementation of the Unified Home Lending Program. Also responsible or the monitoring of the general performance of the accounts including the receipt of complaints on taken out projects under the UHLP and the resolution of specific project problems.

        • Special Accounts Monitoring Division

          To monitor and implement policies to ensure the efficient administration of accounts under litigation.

          Responsible for monitoring, servicing and initiating the collection of all loan accounts, whether updated or delinquent in coordination with concerned NHMFC offices and/or collection by originating banks accredited by the Corporation.

        • Special Accounts Servicing Division

          Prepares and maintains complete borrower’s loan information in manual or computerized forms as backup system/reference for examination and evaluation work relative to originating institutions and/or collecting/accounting banks.

      • ACCOUNTS MANAGEMENT DEPARTMENT – CMP

        Responsible for all the post take-out activities relative to the implementation of the Community Mortgage Program. Also responsible for the monitoring of the general performance of the accounts including the receipt of complaints on taken out projects under the CMP and the resolution of specific project problems.

        • Regular Accounts Monitoring Division

          Responsible for the monitoring of the general performance of the accounts including the receipt of complaints on taken-out projects under the Community Mortgage Program.

        • Special Accounts Management and Review Division

          Responsible for the provision of all services and the performance of all integral tasks involved in implementation/administration of policies and guidelines on the collection servicing and monitoring of individual accounts under the Community Mortgage Program.

    • ORIGINATION AND ACCREDITATION GROUP

      Responsible for the implementation of corporate credit policies and strategies, monitoring and evaluation of originating institutions, credit standing and stability relative to mortgage operations under the Unified Home Lending Program, Community Mortgage Program and continuing review of NHMFC credit policies and systems. This Group shall oversee accreditation activities under the existing programs and is composed of two (2) departments as follows:

      • ACCREDITATION DEPARTMENT – UHLP Accounts

        In charge of the implementation of policies pertaining to the accreditation of financial institutions and developers and the monitoring of their credit standing, including the continuing review of NHMFC credit policies and procedures under the UHLP. The Department shall also recommend to management, whenever necessary, the modification of existing policies and the formulation of new ones regarding accreditation of originating institutions.

        • Bank Accreditation & Examination Division

          Ensures effective and strict implementation of corporate policies/guidelines/standards/procedures on accreditation of financial institutions/banks and monitors/evaluates qualifications of the applicants vis-à-vis their credit standing and financial stability.

        • Developer Accreditation & Examination Division

          Ensures effective and strict implementation of corporate policies/guidelines/standards/procedures on accreditation of developers and monitors/evaluates qualifications of the applicants vis-à-vis their credit standing and financial stability.

      • PROJECT ASSISTANCE AND ACCREDITATION DEPARTMENT – CMP Accounts

        Responsible for the establishment, formulation, maintenance and adoption of efficient and effective systems and procedures that would facilitate and expedite exchange of communication and feedback including evaluation schemes to determine possible potential policy issues and problems, areas of concern that may warrant provision or extension of immediate assistance, policy advice or adoption of appropriate, recommendatory and corrective measures to ensure the successful implementation of the CMP program.

        Shall also be in charge of the implementation of policies pertaining to accreditation of policies pertaining to accreditation of projects and originators and monitoring of their projects and their credit standing including the continuing review of NHMFC credit policies and procedures under the CMP. The Department shall also recommend to management, whenever necessary, the modification of existing policies and the formulation of new ones regarding the accreditation of project and originating institutions.

        • Accreditation Division – CMP

          Responsible for the establishment formulation, maintenance and adoption of an efficient and effective system and procedures for project evaluation and accreditation of originator/developers and OFIs. Determines the possible policy issues and problems. Areas of concern that may warrant provision of extension or immediate assistance, policy advice or adoption of appropriate and corrective measure to ensure the successful implementation of the Community Mortgage Program.

        • Assistance and Information Division – CMP

          Responsible for the formulation and implementation of product development strategies, instructional, educational and value formation programs, marketing plans in order to promote awareness to and appreciation of the concept and objectives of the CMP, including the provision of documentary training and assistance to accredited and prospective CMP originators.

      • PROJECT EVALUATION AND MONITORING DEPARTMENT – SHDLP

        Responsible for the establishment, formulation, modification and adoption of an efficient and effective system and procedures for project evaluation and monitoring of originators/developers, project proponents concern that may warrant provision or extension of immediate assistance, policy advice or adoption of appropriate and corrective measure to ensure the successful implementation of the Social Housing Development Loan Program (SHDLP) and the Abot-Kaya Pabahay Development Loan Program (AKAP-DLP).

    • REGIONAL OPERATION GROUP

      Responsible for the implementation of adopted policies, guidelines and procedures of the pre and post mortgage take-out activities at the regional level relative to the Corporation’s various housing programs which activities include information dissemination, review, evaluation and examination of mortgage and loan documents; projects/property appraisal; adequate coverage of the insurance component of take-out mortgages; coordination and monitoring of purchase commitment lines utilization of the various accredited originating financial institution and developers for mortgage purchase operations; accounts servicing and monitoring of loan amortization remittances/collections and loan accounts foreclosures.

      This Group is composed of six (6) Zonal Offices (2 Visayas, 2 Mindanao and 2 Luzon) and five (5) Satellite Extension Offices. Each Zonal Office shall be responsible for the pre-mortgage take-out activities at the regional level which include the review, evaluation and examination of mortgage documents subject to existing regulations and guidelines. Shall also be tasked with the monitoring of collections and remittances of all servicing institutions within their respective regions and shall handle its administrative and accounting services necessary for its operations.

      • ZONAL/SATELLITE OFFICE

        Undertakes the final review and mortgage evaluation of mortgage loan documents submitted by the regional officers, for compliance and adherence to the requirements on existing NHMFC policies and guidelines on its programs prior submission for approval.

        • Mortgage and Loan Examination Division

          Undertakes detailed review of mortgage documents submitted by OFI and Developer for take-out to assure the legality, validity and enforceability of transactions, conducts necessary researches/studies to formulate procedures/systems to be adopted for effective processing of mortgage and loan documents.

        • Accounts Servicing Division

          Responsible for monitoring, servicing and initiating the collection of all loan accounts at regional level, updated or delinquent accounts in coordination with NHMFC accredited originating institutions/association or collecting bank; prepares and maintains a complete and updated borrower’s loan folio; processes, evaluates and verifies accounts requested for restructuring, assumption or conversion of mortgages; and handles foreclosure processing activities at regional level.
