What is the story of Shushan Purim ?

Initially, when Purim was established as a festival in either 483 B.C.E. or 356 B.C.E., the Jewish religious authorities or Sages in the time of the story of Purim, in an effort to give status to Jerusalem and to the Land of Israel which in their time was a desolate city and region, respectively, and to avoid having a Persian city more honored than Jerusalem, decreed that the 15th of Adar, the day of Shushan Purim, would be celebrated in Shushan or Susa, the capital city of Persia, where the miracle of Purim - the defeat of the enemies of the Persian Jews in Shushan or Susa, the capital city of Persia - took place on the 13th and 14th of Adar, as well as in all other Jewish-populated and walled cities that existed when Joshua conquered the Land of Israel, which was a time when Jerusalem had a surrounding wall. All other Jews were to celebrate Purim on the 14th of Adar to commemorate the miracle of the Persian-Jewish victory over their enemies in the 127 provinces of Persia, which took place on the 13th of Adar (excluding Shushan or Susa, when the defeat of the enemies of the Persian-Jews took two days, the 13th and 14th of Adar). Today, Shushan Purim is only celebrated in Shushan or Susa, Persia as well as in Jerusalem, Israel, since it is definitely common knowledge that these two cities had surrounding walls in the time when Joshua conquered the Land of Israel. There are three cities in Israel - Jaffa, Tiberias, and Acre - whose citizens believe that their city had a surrounding wall when Joshua conquered the Land of Israel, and so they have the custom to recite the Megillah (also known as the biblical Book of Esther which contains the story of Purim) on the 15th day of Adar in addition to the 14th day of Adar, but this is due to their uncertainty over their status concerning when to celebrate Purim - on the 14th or 15th of Adar - since they only believe, with no factual evidence - that their city had a surrounding wall in the time when Joshua conquered the Land of Israel. Further evidence as to their uncertainty over their status is the fact that they do not recite the associated blessings in addition to reading the Megillah on the 15th of Adar. In addition, they in fact celebrate Purim on the 14th of Adar but because of their uncertainty over their status, prefer to be stringent and recite the Megillah on both the 14th and 15th of Adar.

When Is Shushan Purim In The Hebrew/Jewish Calendar?

Shushan Purim in the Hebrew/Jewish calendar always occurs on the 15th day of the twelfth Hebrew/Jewish month of Adar. Shushan Purim is a one-day minor festival that, as mentioned, is only celebrated by Jews who live in Shushan or Susa, Persia as well as by Jews who live in the walled city of Jerusalem, since the Jews in Shushan or Susa needed an extra day to defeat their enemies in the capital city of Shushan or Susa whereas the enemies of the Jews were defeated everywhere else in Persia on the previous day, hence the celebration of Purim for all Jews worldwide except for Shushan or Susa and Jerusalem takes place on the day before Shushan Purim, and that day is simply known as "Purim".

When is Shushan Purim in the Gregorian calendar ?

Shushan Purim occurs either in February or March in the Gregorian calendar, depending on the year. This is because the Hebrew/Jewish calendar and the Gregorian calendar are different - the Hebrew/Jewish calendar is a lunisolar calendar (that is, lunar-solar or lunisolar) while the longer Gregorian calendar is a purely solar calendar where every 3 years, the Hebrew/Jewish calendar has to add an extra month - a 13th month, known as Adar II - to its calendar to "catch up" to the Gregorian calendar. Therefore, while the date for Shushan Purim in the Hebrew/Jewish calendar is fixed on the 15th of Adar, in the Gregorian calendar it will fluctuate from year to year and fall somewhere in either February or March.
