The Pots

Portugal qualifies to the Finals as the host team.

France is seeded as Number 1 for being the defending champion.
The nations are separated into 5 pots according to the average performance of their Euro2000 and WC2002 qualifiers. The groups are made up of by drawing a nation from each pot. The list below shows the pots for the draw.
Kazakhstan was not a member of UEFA during the draw yet.
