Several things can make changes to this table.
Changes because of the Domestic Cup Winners
If the Domestic Cup Winner has already qualified to UCL, then the cup finalist gets entry to UEL. If that club also qualified to UCL, then no club from the cup is eligible and the entry goes to the league. If CW is going to play at UCL, then the clubs getting entry from the league are ordered in the order they finished the league.
1 - Both cup finalists have already qualified to UCL, so CW entry is not used at following countries:
Spain, Germany, Denmark
2 - Cup winner has qualified to UCL, so the cup finalist of the following countries got an entry to UEL:
Englnad, Italy, Portugal, Turkey, Greece, Cyprus, Austria, Czech Republic, Georgia, Lithuania, FYR Macedonia, Malta, Wales, Estonia, Gibraltar
Title Holder spot at UCL and UEL
UCL:
Title Holder Real Madrid CF has already qualified to UCL, the following modifications are needed at UCL:
1 - The empty spot at Group stage is filled by the champion of country ranked 13 - Switzerland.
2 - The empty spot at Q3 round is filled by the champion of the country ranked 16 - Austria.
3 - The empty spot at Q2 round is filled by the champion of the country ranked47 - Northern Ireland and the country ranked 48 - Wales drew bye for Q1 Round.
UEL:
Title holder Sevilla qualified to UCL, the following modifications are needed at UEL:
1 - The empty spot at Group Stage is filled by the CW of the country ranked 7 - Ukraine.
2 - The empty spot at PO round is filled by the CW of the country ranked 16 - Austria.
3 - The empty spot at Q3 Round is filled by the CW of the country ranked 19 - Israel.
4 - The empty spot at Q2 round is filled by the CW of the country ranked 33 - Finland and the CW of the country ranked 34 - Bosnia-Herzegovina drew bye for Q1 round.
Fair Play winners:
Norway, Sweden, and Finland got an additional entry to UEL Q1 round from their Fair Play rankings.
The clubs which qualified but can not play:
1 - Parma FC (ITA), FK Rostov (RUS), FC Dinamo Bucureşti (ROM), Újpest FC Budapest (HUN) don't have UEFA license to participate.
2 - Fenerbahçe SK İstanbul(TUR), Sivasspor K (TUR), Eskişehir SK (TUR), Crvena zvezda Beograd (SRB), Skonto Riga (LAT) are banned by UEFA.
League Cup Winners:
England and France use their last entry for the League Cup winners. If the League cup winners have already qualified, then the entry goes to league clubs.
The League Cup winners at both countries have qualified to the cups already and league cup entries are not used.
