FOREWORD 

This document presents the current planning within which the committee and members of the North Canberra Athletics Club Incorporated (NCAC Inc.) will conduct activities for the achievement of the goals of the Strategic Plan. It is presented in the context of the vision guiding the club.

Together with the Constitution of the NCAC Inc. which details the roles and responsibilities of the committee and members, this document guides the conduct of club planning and management and should be amended such that it at all times reflects the aims and interests of the NCAC Inc. It should be updated annually for endorsement at the AGM to provide an operations planning and tasking framework for club activities.

This document is also to be used by the committee and members for the purpose of determining if actions conducted by individuals or groups are in the interest of the club as expressed by the vision, mission, principals, values and strategy expressed herein.

1 DEFINING NCAC 

North Canberra Athletics Club will provide its members the best environment for, and support in, the pursuit of health, fitness, enjoyment, participation and competition in athletics and club activities.

1.1 NCAC Vision 

The vision of the NCAC recognises that the NCAC, as a member club of the ACT Athletics Association (ACTAA), seeks to support the vision of it’s superior organisation. As such this vision reflects the vision statement of Athletics Australia (AA), ACTAA and identifies specific items relevant to the club.

2.1 Development 

Provide an enhanced service for winter-only competitors

The number of winter-only registrations has been declining significantly in recent years, for both NCAC and the ACTAA as a whole. Through reduced registration fees and the appointment of winter captains, NCAC aims to draw former members back to the club and attract new members. Social activities at winter pointscore events will also be used to provide added focus for club in the winter season.

Provide members and prospective members with coaching opportunities.

Ensure that the club coaching director has access to an up-to-date list of coaches willing to take on NCAC members across the full range of disciplines. Organise one or two club coaching days at the start of the track and field season to assess new members and place them with the most appropriate coaches.

Cement ties with local Little Athletics centres.

Continue to liaise closely with Belconnen Wests and Corroboree LA centres. Host 'little athletics days' at interclub. Deliver newsletters to U13-U15 athletes registered at these centres.

Assist in the development of a new Little Athletics centre in Gungahlin.

ACTLAA approached NCAC to help develop a new LA centre focussing on the proposed new multi-putpose facility in Gungahlin. With the changing demographics in our traditional catchment area, an expansion of focus to the Gungahlin area is a strategic move. Our sponsor's presence in the area is an additional motivation for this initiative. While NCAC does not have the capacity to run the centre, it will assist in its development, working closely with ACTLAA. As a first step, NCAC will join with ACTLAA in applying for Active Australia development grant funding, and will help establish a planning committee.

Improve membership access and equity

Across the ACT, participation by female athletes has been dwindling. NCAC needs to ensure all its activities are attractive to women, and in all promotional material should seek to attract additional female athletes. With the closer integration of disabled sport with mainstream athletics, as evidenced by recent developments at the national level, it is likely more athletes with a disability will seek to register with athletics clubs. NCAC is well placed to welcome additional athletes to its ranks, and should ensure that their special needs are addressed. In particular, a club award for athletes with a disability should become a permanent feature of annual presentations.

2.2 Club Management 

Continue to develop a comprehensive management documentation package

Complete the documentation package commenced by Clinton Bebb in 2000. The main documents still in the drafting stage which will be our major priorities for this twelve month planning cycle will be – the Strategic Plan, the Financial Plan, and the Club Handbook

Further improve information flows in the club’s areas of interest and influence.

E-mail has proved an effective means for the rapid dissemination of information and for receiving feedback from members and other stakeholders. The club will establish an e-group dedicated to club activities, which will enable all committee members to post items of interest. The extended capabilities of the system will be explored. With increased use of the club web pages, the need for a re-designed site needs to be monitored.

Seek help from members and their families in club activities

As specific tasks are identified, club members should be approached for assistance. A number of possibilities that are of immediate interest relate to writing the club’s history, re-designing the club web-site by more experienced practitioners, soliciting articles for the club newsletter, etc. The most effective method identified for soliciting help is through email.

2.3 Finance 

Explore funding opportunities opened up by achieving Active Australia Provider status.

Achieving Active Australia provider status opens up a number of new avenues for obtaining additional funding. Specifically, the Development Grant Program would appear to be ideally suited to our interest in fostering a new Little Athletics Centre in Gungahlin.

Draw up a financial budget for the remainder of the current season.

The budget should provide an estimate of income and expenditure based on data for the previous two years. An estimate of likely travel subsidies should be made based on predicted representative achievements by members, and past experience of the number who actually request assistance.

Promote sponsorship by The Runners Shop more widely.

Details of the sponsorship should be advertised more widely in the club newsletter, on our website, on the Bulletin Board, and in our information brochure.

Enter Athletics Australia Club Awards for 2002

Athletics Australia club awards are given out annually for nine categories. The winner in the overall performance category receives $2000, while the winners in the other categories each receive $1000. In 2000, NCAC won $1000 in the Information category. For 2002, the club will aim to enter at least one category. Discussion during committee meetings will decide whether Planning is the most appropriate one to aim for, and whether we should also enter the overall category.

2.4 Club identity 

Increase profile of club in local media.

A club publicity officer should be identified from within club membership. The person need not necessarily be a committee member, but will be the person to whom stories of general interest can be fed from throughout the club. The person should establish links with the local media, particularly the Canberra Chronicle.

Extend use of club logo

All documents prepared by NCAC should incorporate the club logo. Disks will be prepared for distribution to committee members (and other members as necessary) containing graphics files of the club logo in black and white, and in colour. Also on the disks will be the Active Australia logo, and other graphics that can be used in the headers of letters, minutes, etc.

Publicise NCAC at major athletics competitions.

The NCAC banner should be displayed wherever practical to raise the visibility of the club. In particular, it should be displayed at all cross country pointscore races, regularly at northside schools cross country events, and each week at interclub. Where appropriate, it could also be displayed at major school events.

2.5 Supporting Members 

Achievements of members should be widely acknowledged

The achievements of current and past members of NCAC should be highlighted wherever possible. In addition to highlighting current achievements in newsletters, all current and past accomplishments of note should have a permanent place on the club website. Historical lists are to be drawn up covering the following topics:

Once club records have been established, a record certificate will be presented, at the same time as other annual awards, to any members who sets a new record during the current season.

Organising social activities for club members

A number of social activities are to be organised in conjunction with regular competition days. 'Soup kitchens' and 'hot dog stands' have proved popular at cross country pointscore events; and sausage sizzles at the AIS track during summer interclub competitions.

3 FIVE YEAR STRATEGIC PLAN: 2001-2005 

Goals:

1. The NCAC aspires to the highest club membership in the ACTAA.

Enabling activities:
-- Enhancing links with ‘feeder’ Little Athletics centres
-- Establish strong links with the new LA centre proposed for Gungahlin
-- Providing a strong client service to improve the retention of members
-- Designing publicity campaigns targeting potential new members such as local secondary schools, particularly in the Gungahlin region
-- Continuing the northside schools cross-country program
-- Working closely with ACTAA development officer, if appointed

2. The NCAC seeks to have National Championship representatives in all age groups.

Enabling activities:
-- Ensuring access of all athletes to good quality coaching, with enhanced activities provided where the need is identified
-- A strong membership base

3.  The NCAC will have more than doubled sponsorship income.

Enabling activities:

-- Strengthening the links with Ainslie Football Club as our primary sponsor with a view to increasing sponsorship from this source. Once-off requests for funding targeting specific projects, particularly in the area of junior development, are well received.
-- Identifying strongly with the Gungahlin LAC to strengthen links with our sponsor in a region of Canberra where they also have a strong presence.
-- Develop cooperative activities and events with the Ainslie Football and Sports Club.

4.  The NCAC will have an strong club identity that fosters sporting involvement through social interaction.

Enabling activities:
-- Continued enhancement of the club information avenues – the website, newsletter and e-group communication – with the timely updating of all information.
-- An identifiable local media profile
-- An identifiable presence at major athletics competitions throughout the year

5.  The NCAC will have an established community participation event.

Enabling activities:
-- Continuation of the northside schools cross country program
-- Establishment of a fun run, or cross-country series, in the Gungahlin area

6.  The NCAC will have demonstrated continuous improvement through client feedback.

Enabling activities:
-- Development of member surveys that are to be completed annually
-- Extension of e-group capabilities to two-way communication with members

7.  NCAC seeks to work with its peak body and other organisations for the implementation of initiatives benefitting athletics in the ACT.

Enabling activities:
-- Close liaison with ACTAA development officer
-- Attendance at all ACTAA management council meetings
-- Support of officials, including financial, to enable the continued efficient conduct of athletics competitions in the ACT.
-- Extension of e-group capabilities to two-way communication with members.
