The electronic revolution has encouraged a rapid flow of ideas and information worldwide. Individuals are now more competent than ever to engage in collective action. Citizens can perceive more clearly where they fit into the worldwide course of events. Globalization has broken down traditionally fixed boundaries and there has been a diversification of sites for public action. In the last twenty years there has been an exponential growth tof international organizations, transnational societal movements and international issue networks. These movements give a voice to the powerless and challenge government policy. Social issues are now becoming politicized. I will discuss the role of NGOs and civil society in democracy today.
