- 401/402 "20 Hours In America" Parts I & II (September 25, 2002)
- While the President is campaigning in Indiana; Donna, Toby, and Josh miss the motorcade and get stranded in the state. Also, the Dow keeps dropping while in the meantime, Qumar has re-opened it's investigation over their missing Defense Minister.
- 403 "College Kids" (October 2, 2002)
- Josh and Toby come up with the same idea on how to make college cheaper and later they get Sam involved, and Leo consults his lawyer, Jordan Kendall, about the Qumari affair.
- 404 "The Red Mass" (October 9, 2002)
- Amy is now working for Stackhouse, but changes her mind after a confrontation with Josh, the President attends a ceremony in a church, and Josh, Sam, and C.J. all feel they know how Richie is going to win the election.
- 405 "Debate Camp" (October 16, 2002)
- While the President's staff try to prepare him for his debate against Gov. Richie, they have flashbacks of the first few days of the Administration. Also, the Qumari situation intensifies.
- 406 "Game On" (October 30, 2002)
- While the President's staff make their final preperations for the debate, Sam flies to Orange County, California to talk Will Bailey and his staff to discontinue the campaign of a dead canidate, and Leo and Jordan meet with an Ambassador of Qumar regarding the Qumari situation.
- 407 "Election Night" (November 6, 2002)
- The President wins reelection, and the Wilde campaign is in a close election, causing Sam to re-think his promise he made to the widow.
- 408 "Process Stories" (November 13, 2002)
- As the election night continues, we learn that the Wilde campaign in Orange County, California has won their close election, causing Sam to finally inform the rest of his co-workers, and the President that he made a promise to the widow, Mrs. Wilde, that he would run in her deceased husband's place in a special election.
- 409 "Swiss Diplomacy" (November 20, 2002)
- A 15-year old son of the Iranian Ayatollah needs a heart-lung transplant, and the U.S. can only perform the surgery because Japan's procedure was never successful, so the President is asked to allow the 15-year old boy to be flown to Baltimore to have the surgery. Meanwhile, the campaign in the California 47th is progressing, but not the way Sam had expected it.
- 410 "Arctic Radar" (November 27, 2002)
- Sam packs his bags and heads out to California for 90 days, leaving Toby in need of a speechwriter. Sam sends Will Bailey to meet with Toby about helping with the Inauguration address. Also the President deals with a female fighter pilot who was caught having an affair.
- 411 "Holy Night" (December 11, 2002)
- As it snows and snows, Toby's father has come to visit him, which doesn't put him in a happy mood; in addition, the President and Leo deal with guilt about Shareef's plane going down, and it gets to the point where they almost tell people close to them that they are responsible for it. While all of this is occuring, the Whiffenpoofs sing in the West Wing.
- 412 "Guns Not Butter" (January 8, 2003)
- The staff fights a battle for a foreign aid vote in the Senate, but loses.
- 413 "The Long Goodbye" (January 15, 2003)
- C.J., who attends her 20th High School Reunion visits her father in Dayton, Ohio, who is slowly slipping away.
- 414 "Inauguration Part I" (February 5, 2003)
- The President ponders military action in an African country while the Inauguration day approaches.
- 415 "Inauguration: Over There" (February 12, 2003)
- As an historic military action keeps coming closer and closer, we see the Inauguration balls and Will being promoted to Deputy Communications Director.
- 416 "The California 47th" (February 19, 2003)
- The President and most of his staff travels to Orange County, California to help out in Sam's campaign, but the Republican tax plan has Bartlet and his staff reconsidering the trip.
- 417 "Red Haven's On Fire" (February 26, 2003)
- As the President waits for a military rescue effort Toby and Charlie stay behind to help Sam's Congressional race.
- 418 "Privateers" (March 26, 2003)
- Abbey's ancester was a hired pirate (privateer) which could cause some problems for Zoey, who will be awarded the Daughters of the American Revolution Award.
- 419 "Angel Maintenance" (April 2, 2003)
- When Air Force One's landing gear indicator light doesn't come on to signal that the gear is down, Air Force One cannot land until the situation is examined in the air.
- 420 "Evidence of Things Not Seen" (April 23, 2003)
- It's Friday Poker Night in the West Wing, and as the senior staff play, a spy plane crashes over Kalinigrad(sp??) and a sniper shoots at the White House, striking a window in the Press Briefing Room.
- 421 "Life on Mars" (April 30, 2003)
- The Vice-President resigns from office because an affair he had with a woman has been discovered by the new White House Associate Counsel on his first day.
- 422 "Commencement" (May 7, 2003)
- The President informs his staff of his actions regarding Abdul Shareef, the President delivers his commencement speech at Zoey's graduation, and while at a club celebrating her graduation, Zoey is kidnapped; forcing the Secret Service to move into "Code Black."
- 423 "Twenty-Five" (May 14, 2003)
- Zoey has just been abducted, and Admiral Fitzwallace wants to destroy some targets in the mideast (mainly Qumar), Toby's children are born, and the President envokes the 25th Amendment.
