IN 1995 a YOUNG MAN BY THE NAME OF SHANNON SEIGLE was murdered in a nursing facility in Cheyenne, Wyoming. According to most formal accounts,he drowned in his bed on a feeding tube because of an incorrect procedure done by the nurse caring for him.The real story says differently. With-in one month of Shannon's death a woman who was a CNA and who had worked that night at the facility, was having trouble sleeping. Her problem stemmed from the night in question, April 12th,1995.Hoping to clear her conscious, she went to visit the mother of this poor,once handicapped and deceased young fellow. She told a different story as to what really happened that night and what had not been told even to this day. According to her Shannon had been a victim of negligent homicide. The nurse in charge that night got tired of Shannon always making noise and bothering her. She turned up his feeding tube and left the room. This nurse knew that this would over fill Mr. Seigle's stomach and that he would drown while lying in his bed. As Mr.Seigle, a handicapped child with cerebral Palsy lay gasping for air and pleading for help, the nurse told the other 3 CNA"S not to do anything to save Mr. Seigle. Instead they were to wait for her to return with a "crash cart." That never happened. Instead this nurse went to another part of the facility so she could talk to another worker about an arguement she had the night before with her boyfriend/husband. After about 20 minutes this nurse looks at her co-worker and announced that Mr. Seigle was dead. The remaining CNA"S that were left in the room with MR. Seigle got to witness the entire killing slowly for over 20 minutes. The reason they gave at the deposition hearings for not helping save Mr. Seigle life or calling 911, was "we were afraid of losing our jobs" Sounds outrageous doesent it? But I was sitting their listening to the testimony. Most public officials in Cheyenne, Wyoming will deny they ever heard the story. Many will even deny the death ever happened at all. And then the others, such as the DA, Head of the Wyoming Bar Asociation(Ms Guthrie)and Robert Hampe the disbarred attorney in the case,(who embezzled the family's money) will still turn a blind eye and never help the family attain the justice they still seek in this case. In November of 2002, Hampe was disbarred for fraud and embezzlement of funds from several of his clients; including Shannon Seigle's family. The DA along with the Police Department were notified of the negligent homicide but refused to investigate the case.I am sure this had a lot to do with the fact that they did'nt want the town's name associated with a murder of a handicapped child. That could definitely put a damper on their annual rodeo "Cheyenne Frontier Days." Often known as the "daddy of them all." Great rodeo and all, but the committee sitting on the board and running it in co-operation with the PRCA are the same board members that have refused to pay back the money Hampe stole to the family, even though that was money the Supreme Court said was stolen by one of their attorneys(HAMPE), and who they gave a license to practice law !! Never mind that he also was a murder suspect out of Illinois, approximately 10 years earlier. Still, "suspect" and "convicted" are different. So logically speaking, getting a law license issued to the man(Hampe) seemed to be and was the next practical step... Meanwhile, as the story continues; another disbarred attorney by the name of Charles Ralston became Hampe's para-legal. He invented a dummy corporation called Eskem Inc. It was meant to be a phoney collection outfit, but instead Hampe and Ralston used it to launder money. Clients money.. like Mr. Seigle's. Hampe's wife divorced him when she found out that the corporation was named after her and was used to hide stolen money.Rumor had it that he took the money and fled to the Virgin Islands on a vacation. Eventually he returned to face the music and quit the law business. That is at least in Wyoming. He also has 4 other licenses to practice law, and I am sure he is using them to continue to steal clients funds.The good news in this story is that I received no legal counsel to represent me at the signing of any documents. Only the disbarred attorney that had no right anywhere near the law business was present. That means I can tell this story in its entire version free from any legal ramifications.Of course all of this can be looked up in the archives of the Wyoming Tribune Eagle starting in 1995 through 2002. Its an interesting read and will shed a new light on this small corrupt town.
