January 1999 v 1.4

Editorial

The crisis is over. It's heartening that peace has returned to the campus.

With the union removed, suspensions revoked, F.I.R. 's withdrawn and a new controller appointed (Mr. Aziz Khan is from the faculty of Medicine); Prima facie, J.D.O. has won.

But any such analysis will seem immature on second thoughts. In situations such as this, we all stand to lose. The University lost it's repute, VC has his image tarnished and the students lost 2 months of their academic calendar. The crisis could have been prevented from overboiling, had the administration taken damage control measures in time.

It is regrettable that the administration itself gives credence to the negative image of AMU by irresponsible actions. The Pro-VC has followed the VC in this regard when he talks about the attempts to damage the Shiv Mandir. Communal colors have been added to a purely administrative problem. That's just a desperate attempt on the part of an ineffective administration to cover it's ineptitude.

PRESS RELEASE (Agreement between JDO and University Admin.)

Consequent upon an agreement between the Junior Doctors and the University Administration in the presence of Minister of Human Resource Development, the University Administration has issued orders withdrawing all punitive actions taken against the Junior Doctors during the course of strike. Orders revoking the suspension and restoring the appointments have been issued. The Ad hoc Students Union has been dissolved. The Faculty of Medicine and Hadi Hasan Hall, the place of residence of Junior Doctors, have been opened. The University has recommended to the Medical Council of India and to the University Grants Commission the condonation of the strike period and release of salary to the Junior Doctors for the duration of the strike. This has been necessitated because the strike period is considerably longer and the Vice-Chancellor does not have the authority to condone the period as per Medical Council of India regulations.

Similarly, the University Grants Commission has emphasized the implementation of the principle of "No Work No Pay" and has even asked for refund of salary of teachers paid to them during the strike period failing which the University's grant could be cut. The Doctors have, however, not yet resumed duties and the Hospital services remain paralyzed. They are now asking for revocation of rustication of Dr. Jamal and other rusticated students against whom action had been taken on indiscipline and criminal charges much before the Junior Doctors struck work. Taking a lenient view, the University Administration has already allowed all such students to complete the requirement of courses.

It may be further pointed out in this connection that the present University Administration has taken disciplinary action only very sparingly as compared to large number of rustications done during the preceding years.
